And that is probably why he's on the street- he can't get asylum or any other type of residence permit, and is probably no longer entitled to government support. There is grant offered by the International Organisation for Migration (a UN agency) which will pay for your flight and a reasonable amount of luggage and give you a sum of money (a few thousand American dollars) to get you started in your own country.
