That sounds like a young Cougar cub and its mother.
I had Cougars for years. Cubs have a chirping sound and the adults can have either a raspy or high pitched meow.

I've heard cow sound more like a sharp short bark. But this could be a younger elk barking with that higher pitch. I believe it is an elk.
