He starts in Tagalog, the main official language of the Philippines (which has a lot of influence and loanwords from Spanish, which is why it can sound like Spanish at times), then of course he goes into English. At 9:44 and for that verse, he goes into Ilocano, a Filipino language from Luzon (the main north island), at the insistence of an adlib in the background. So it's a trilingual song.

“I’ve been to Spain, but the S is silent” - the Philippines was colonized by Spain for more than 300 years, got discriminated and made slaves out of us in our own country. That’s probably the reference on that.

This rapping technique is called a double-entendre - meaning he is referring to both his own personal pain and the historical pain of Spanish colonization at the same time. For some reason, not many here can figure that out

He is a music genius! His chorus is in the tune of a Philippine folk song made famous like 70 to 80 years ago, who knew you could use it in rap or hiphop? He also used 3 languages narrating Philippine history as invaded by Spaniards. Panalo means victorious despite our difference in our skin color as we fight for our country together:)

    FUN FACTS:
Ez Mil is , born on July 27, 1998, 22yrs old who grew up in the Philippines but moved to U.S. around 5 years ago. He's a son of singer-parents. His dad is particularly famous back in 90's as a guitarist and lead vocalist of ROCKSTAR band..
Ez Mil ain't just a rapper... he's also a singer and a dancer (he danced and choreograph his song FREEZE). He's a music prodigy as well as he can play musical instruments like piano, acoustic and electric guitars. He writes, compose and produce his own songs--A MUSICAL GENIUS! Not only that, he also directs, edits, and do the visual effects on his own music videos (like FREEZE, IDK, CULTURA, etc.). You can def check it out on his yt channel, Ez Mil. His music influences are Eminem, Kendrick, A$AP and Chris Brown. Also, he has another yt channel called SLASHMOUTH, his alter-ego, where he features his death-metal side. Yes, he also does death-metal genre and does the screaming part. He's a complete artist, bruh! Proud Filipino here! ❤️

Omg! My fave reacting to EZ Mil!! Yes! Thank you!
Same "Wish Bus" concept as Mori, except in the US. The beat is "Trap Cariñosa" (Carinosa is a traditional Filipino folk dance). He speaks on Filipino pride, References Spain (Philippines colonized by Spain for 300 years, thus "pain"). Mentions our flag, "three stars and a sun".
Try "freeze", "IDK" ( the actual video, not the Wish Bus), 24 bars, Easy going millions. He can sing, rap, dance.....all around talent. Now i gotta look for that reaction to Mori!
    [Hook]
    We are Filipino
    No matter what skin color
We represent what we stand for
Whether Tagalog, Bisaya, or llocano (provincial languages)
    Nobody can beat how fierce

In Filipino music, there are old songs called Kundiman. These are old classics that everyone knows, almost anthem like. One thing they all share, is they start in a minor key, which gives a seriousness to them and emphasizes strife and hardship, but they all end on a major chord, emphasizing victory and concurring over the hardships.
This song does not do the minor/major contrast, but this tradition could explain what you are feeling when you see the shift in mood from the chorus/hook to the verses/rap.
I'm not Filipino, but I've spent the last 10 years singing Filipino music and touring with major Filipino music artists.

    FULL LYRICS (with English Translation)
Mga kababayan, turn up - [Compatriots, turn up!]
    ****Hook: (with English Translation)****
Tayo'y Pilipino - [We are Filipino]
Kahit anong kulay ng balat - [No matter the skin color,]
Isasapuso - [We are one at heart]
Mapa-Tagalog, Bisaya, o Ilokano - [Whether Tagalog, Visayan, or Ilocano]
Walang tatalo sa bagsik - [Nothing can defeat the ferocity]
Ng ating dugo - [Of our blood]
Isigaw ng malakas ang - [Shout out loud]
    Ating panalo - [Our wins]
Wag nang pagusapan - [Stop talking about]
Ang mga negatibong pangyayari - [All the negative events]
San mang panig ka - [Whichever side you are on]
Nasa mundo - [In the world]
Kinabukasan na natin to - [This is our future]
    Panalo - [Win]
    [Verse 1]
    Yeah
Keep runnin' ya mouth when you lyin
I stay on my business while watchin you dyin
I'm takin' my people to heights while you cryin
Bout regular livin' and that's what I'm tryna
Prove, 'stead of just lyin' in booths
1st true Filipino rapper on the news
Sit, enjoy it if ya cool
    Haters can snooze
While I put my city on the map
22-double the O-longapo City no cap
Never forgettin' the street where my
Cousin would sit when we always just listen to rap
Kendrick, Em, and A$AP with some metal
And man we would turn up with that
Been mundane till the sun came
Now I want fame like a kid in the trap, uh
Aye, I been in Spain (Spain..)
But the letter 'S' is silent (Pain..)
I'm claimin' my reign like a king
So I can water crops for survivin' (Rain rain..)
Go away if you trippin' (Yuh.. )
Had a homie he was Cripn' (Cuh..)
Ain't got no love for the people
Who talk over songs when they
    Claimin' they listen (Listen listen..)
These bars - never done, uh
3 stars and a sun, aye
Blue, red draped down on a flag
    No we never fear none
Most of us didn't grow up with a trust fund
Know that I'm willin' to kill for a loved one
I'm on the move from a nothin' to someone
    Reminding my people to shout
    ****Hook: (with English Translation)****
    [Verse 2]
    Huh, aye
Kung inakala mong isang lenggwahe - [If you thought there's only one language]
Lang kayang gamitin ni Ez Mil - [that Ez Mil can spit]
La kang mapapala kung ganyan ka - [You wont go far if you think like that]
Magisip kay Bathala ka sisingil - [Settle it with Bathala Bathala is a Tagalog indigenous supreme diety]
Utang na galing sa loob na - [Debt from within]
Lumutang, hinain sa turon na may - [Surfacing, served on a turon *turon is a sugar covered banana springroll desert]
Pusang sinaing sa - [some steamed cat-]
Mag ilokano ka tol! - [(Use ilokano bro!)]
    Ano - [What?]
    Ilokano! Ilokano! - [(Ilokano!, Ilokano)]
    Okay
*He switches to Ilokano, one of the main languages of Northern Philippines*
Uray no nga imbagak kinyayo - [EVEN THOUGH I TOLD]
    'Ti ukkinayo - [YOU MOTHERF@$#@]
Dittoy ak laeng ag-ururay no sinno - [I'M JUST HERE WAITING FOR WHOEVER]
Ti agdayo - [WANTS TO COME FOR ME]
Tapno eh sang sangitam ak inte wagas - [WHY DO YOU HAVE TO BITCH AND CRY]
Mo nga payo - [TRYIN TO GIVE ME "ADVICE"]
Ngata kay-kayatem nga patayeng ka - [DO YOU WANNA GET MURDERED]
Ken atoy bayo - [IN THIS TOWN]
    [Verse 3]
Sikayo nga am-amin - [All of you]
Lahat kayo - [All of you]
    All of you
Ever since bata ako I've been kinda - [Ever since I was a kid I've been kinda]
Discriminated in my own home country
    Sure, some would be like
Luh amputi-puti mo... tisoy - ["You're so white. Tisoy!"
*Mestizo/Tisoy, are people of mixed native Filipino and any foreign ancestry. The word mestizo itself is of Spanish origin; it was first used in the Americas to describe only people of mixed Native American and European ancestry.*
    I ain't tisoy!
    I'm Pinoy!
    And I swear that..
Nobody will ever look at me the
    Same way again
I'll make it to the top while I be showin
    Nay-sayers and
Nanalo na ako nung mula pa na - [I'VE BEEN WINNING SINCE]
Pinugutan ni Lapu sa Mactan - [(MAGELLAN WAS) BEHEADED BY LAPU-LAPU IN MACTAN]
*Lapu-Lapu was the chieftain of Mactan Island when Portuguese explorer Ferdinand Magellan and his Spanish companions arrived in Cebu in 1521. He beheaded Magellan in what is now known as the Battle of Mactan on April 27, 1521, and was regarded as the first Filipino hero because he was the first native to resist imperial Spanish colonization.*
At lahat ang nasaktan na - [AND ALL WERE SLIGHTED]
Nalaman nila na pinatay - [WHEN THEY FOUND OUT THAT A FOREIGNER KILLED]
Ang kanilang bayani - [THEIR HERO]
Sa karagatan ng bansa - [ON A SHORE]
    Na pag-aari - [OWNED]
Ng Pilipino - [BY A FILIPINO]
    Despite any termoil
I'll be proud of my soil
    Bakit - [WHY?]
    Kase - [BECAUSE]

The Filipino language has many root words from Spanish cos we were colonized by them for hundreds of years. As for Morisette, there's a wish bus in the Philippines and they did for the US too. ;) The hook has a sampling of a traditional dance/music known as Cariñosa, and Cariñosa literally means affectionate or sweet. :) The entire song is a showcase of patriotism but also of course of his personal sentiments as a Filipino and how he was when he was still living in the Phils. He's been living in the US for 5 years now, if I remember correctly. Oh, he used 2 languages in this song plus one dialect. :)

    PANALO (Lyrics English lyrics/translation)
    Mga kababayan, turn up!
/ My compatriots! Turn it up!/
    Tayo ay Pilipino
    / We are Filipinos/
Kahit anong kulay ng balat, Isasapuso
/ Whatever the color of our skin, we'll take it to the heart/
    Mapa-Tagalog, Bisaya, o Ilokano
/ Whether Tagalog, Bisaya, or Ilocano/
Walang tatalo sa bagsik ng ating dugo
/ Nothing can beat the ferocity of our blood/
Isigaw ng malakas ang ating panalo
/ Shout out loud our win/
Wag nang pagusapan ang mga negatibong pangyayari
/ No need to talk about the negative events/
San mang panig ka nasa mundo
/ Whenever you are in the world/
    Kinabukasan na natin 'to
    / This is our tomorrow/
    Panalo!
    / Win!/
    Yeah
Keep runnin' ya mouth when you lyin'
I stay on my business while watchin' you dyin'
I'm takin' my people to heights while you cryin'
Bout regular livin' & that's what I'm tryna
Prove, 'stead of just lyin' in booths
First true Filipino rapper on the news
Sit, enjoy it if ya' cool
    Haters can snooze
While I put my city on the map
22-double the O Olongapo City no cap
Never forgettin' the street where my
Cousin would sit when we always just listen to rap
Kendrick, Em, & A$AP with some metal
And man we would turn up with that
Been mundane till the sun came
Now I want fame like a kid in the trap uh
    Aye
    I've been in Spain (Spain)
But the letter 'S' is silent (pain)
I'm claimin' my reign like a king
So I can water crops for survivin' (rain rain)
Go away if you trippin' (yuh)
Had a homie he was Cripn' (cuh)
Ain't got no love for the people
Who talk over songs when they
    Claimin' they listen (listen listen)
These bars - never done, uh
3 stars and a sun, aye
Blue, red draped down on a flag
    No, we never fear none
Most of us didn't grow up with a trust fund
Know that I'm willin' to kill for a loved one
I'm on the move from a nothin' to someone
    Reminding my people to shout:
    Tayo ay Pilipino
    / We are Filipinos/
Kahit anong kulay ng balat, Isasapuso
/ Whatever the color of our skin, we'll take it to the heart/
    Mapa-Tagalog, Bisaya, o Ilokano
/ Whether Tagalog, Bisaya, or Ilocano/
Walang tatalo sa bagsik ng ating dugo
/ Nothing can beat the ferocity of our blood/
Isigaw ng malakas ang ating panalo
/ Shout out loud our win/
Wag nang pagusapan ang mga negatibong pangyayari
/ No need to talk about the negative events/
San mang panig ka nasa mundo
/ Whenever you are in the world/
    Kinabukasan na natin 'to
    / This is our tomorrow/
    Panalo!
    / Win!/
    Aye
    Huh, aye
Kung inakala mong isang lengwahe lang kayang gamitin ni Ez Mil
/ If you think EZ Mil can only use one language/
La kang mapapala kung ganyan ka
/ You won't get anything if you think that way/
    Magisip kay Bathala ka sisingil;
    / You'll ask God for the debt/
Utang na galing sa loob na lumutang, hinain sa turon na may
/ A debt from within that floated, serve in a Turon that has/
    Pusang sinaing sa-
    / steamed cat, in a/
    (Mag ilokano ka tol!)
    /(Speak Ilocano man!)/
    Ano?
    /What?/
    (Ilokano!, Ilokano)
    /(Ilocano!, Ilocano)/
    Okay!
    UrAY NO NGA IMBAGAK KINYAYO
    / Even if I tell you/
    TI UKKINAYO -
    / Fu*k you!/
DITTOY AK LAENG AG-URURAY NO SINNO TI AGDAYO
/ I'm only here, waiting for someone who is coming/
TAPNO EH SANG SANGITAM AK INTE WAGAS MO NGA PAYO -
/ For you to cry on me with your genuine advice/
    NGATA KAY-KAYATEM NGA PATAYENG KA
/ Then looks like you want me to kill you/
    KEN ATOY BAYO -
    / With this knife/
    Sikayo nga am-amin
    / Come on in, take a look/
    Lahat kayo
    / All of you/
    All of you
Ever since bata ako I've been kinda
    / Ever since [I was a kid] I've been kinda/
Discriminated in my own home country
    Sure, some would be like:
    "Luh, amputi puti mo, tisoy!"
    / "You're so fair white man!"/
    I ain't tisoy
    / I ain't [White man]/
    I'm Pinoy!
    / I'm Filipino!/
    And I swear that:
NOBODY WILL EVER LOOK AT ME THE
    SAME WAY AGAIN
I'LL MAKE IT TO THE TOP WHILE I BE SHOWIN'
    NAY-SAYERS AND
NANALO NA AKO NUNG MULA PA NA
    / I've already won ever since/
    PINUGUTAN SI LAPU SA MACTAN
/ Lapu was beheaded in Mactan/
    AT LAHAT ANG NASAKTAN NA
    / And everyone got hurt/
NALAMAN NILA NA PINATAY ANG KANILANG BAYANI
/ They found out that their hero got killed/
SA KARAGATAN NG BANSA NA PAG-AARI.
/ In the sea of the country that is owned/
    Ng Pilipino
    / By Filipinos/
    Despite any turmoil
I'll be proud of my soil
    (BAKIT? KASE!)
    / (Why? Because!)/
    Tayo ay Pilipino
    / We are Filipinos/
Kahit anong kulay ng balat, Isasapuso
/ Whatever the color of our skin, we'll take it to the heart/
    Mapa-Tagalog, Bisaya, o Ilokano

I wouldn't say the chorus is frou frou. I would rather say the chorus is very prideful and passionate. The back track is a traditional filipino song which is why it may sound more "happy"

The bars within the bars flooded with double and triple entendres folded within even more complex bars will blow your mind in the original video to his song "idk". He also does it live on the Wishbus but the original video is better because all original lyrics are in it (some words had to be changed in the Wishbus radio broadcast), and the graphics in it will help you catch so many more bars. Also, check out original video of the song Freeze.

That would be difficult because he raps in Tagalog and then Ilocano. The two languages are not mutually understandable.
Tagalog people typically cannot understand other languages outside of Luzon. However, everyone outside of Luzon can speak and understand Tagalog.
