I’ll let it slide in injustice too as you could make an argument. It helped showcase how far Harley had come in that universe, but he better not show up in injustice 3’s mode. If he really has to be there, he can be a DLC character or some secret lockable in the base game I will say, if Joker somehow squeezes his way into injustice 3, they better introduce a fatality system into the game, so Superman can punch a hole through his chest like in the comics
Honest to God, I think what Injustice was missing was an overkill feature, where the darker characters like Joker, Superman etc could actually fatality you at the end of a round if they won

Like imagine if Superman picks up the opponent and then the camera cuts to a shadow silhouette of the pair as he launches his fist through their chest. While I would prefer Joker to be held away from Injustice 3, *if* they had to put him in by mandates, I have heard somebody's video on a potential creative method for him to appear, along with a whole bunch of other dead characters in this timeline. The concept involves bringing in the Black Lanterns, which would allow for Superman to see the consequences of his actions in the prior games as a whole bunch of people the Regime killed are now being forced to plunder the earth. The idea states that each character would have their standard skin in the base fighting game, with each getting a BL variant for the story mode (similar to the Injustice 1 with Regime Verse suits being unlockable skins).
As for characters I’d like to see come into Injustice 3, I’d have to go with Stargirl, Peacemaker and Batman Beyond (if possible) as my picks, with the hope for Hawkgirl, Zod and Martian Manhunter to come back from the first game.
