Why would I want to go to a semi-outdoor mall with chain-store brands... it gets cold in Canada - just build a fully enclosed space... dumb idea and I'm sure retail vacancies will skyrocket in the coming years.

no. this space excludes normal people. good for people who live and can benefit there, but not enough to justify itself. trust me on this.
If you live upstairs and had that downstairs it would be ideal though
