This won't be cleanup for all, some property owners will be responsible for cleaning all hazardous materials without any local, state, or federal support.

It's more than the water but also getting rid of extra brush that creates fuel to the fires. Also, having controlled burns. Even having structures not only be earthquake proof but also fire proof so if there is a fire it doesn't cause destruction due to the materials being equipped with handling both earthquake and fire.
Way before California became California and before the Mexicans and Spainards took over when it was known as New Spain, the various Native American tribes who lived on the land knew how to take care of the land, controlled burns was one of them.
If there is no change in prevention to stop fires within California then it is going to create the same outcome and would be a waste of money if the proper measures are not first put in place so it does not happen again.
In California, it is known each year that there are Santa Ana winds, yet there were no proactive steps to stop the spread so there would not be such destruction. It's also known that there are many fault lines in California for eathquakes. I would hate to see what would happen if there is a big earthquake within that state since the fires showed California government are reactive people and not proactive people since by not putting proper safety measures so as to not cause such a big spread of wildfires even knowing there are always Santa Ana winds each year and the type of land with extra brush creates fuel for fire.
People in California love paying carbon taxes right? So why don't they start paying a carbon tax on wildfire emissions?

When i lost my home to arson in california, i quickly found out i was responsible for cleanup, and hazardous building materials such as copper, concrete, unburned wood are hazardous materials.
When i lost my home in clearlake oaks california on july 18, 2021, i soon learned that california still allows hazardous materials such as asbestos, copper, aluminum, and many other hazardous materials to be sold and used in home construction.
