If your theory is correct, I have a feeling that both what happened is for the best, and that discord is not a suitable place for that topic. I think forum could be better than a chat.
There are discord bots that can instantly create a brand new server with all the same roles and channels and will instantly re invite each user back to the discord preventing it from being permanently shut down
Don’t now why discord act very fast again this type of server that are good discord and don’t act against discord very problematic like scam server or « dating / p***** » server that cause lot more damage. Else hope u don’t give up good initiative like that.

I would setup a matrix server tbh, self hosted and as long as your ISP does not get any complaints about it, it should be fine

I don't know why you would expect anything different to be honest. Also Discord is going to slowly more corporate. I would use something like Matrix.
