Number 2 works. Hold the button passed the apple logo though. But you still cant access the phone if it is attached to an apple account. There are no ways around it and the phone is as good as a paper weight
You can access any phone by performing a factory reset regardless of the operating system. What would actually be useful is being able to access the iPhone XR WITHOUT performing a factory reset
