He didnt write the song, only sang it. and securing rights from Disney most likely would have cost a good amount in addition to having to pay royalties to them every time he would have sung it in concert or when the album sold a copy. he most likely received a flat fee for his performance in the movie.

I've always adored this movie. Definitely one of the best Disney movies. I found it kind of surprising they would make a movie that was basically about a gang of thieving dogs (and cat) living on the street with what amounts to a mob boss (and possibly is) as the villain, but whatever. :P
