I'm pretty sure the voice is the problem. They don't have the budget to get Keanu to redub the entire story just for one skin. The whole point is that it's movie Shadow, so the skin and voice have to be together.
I just don't understand why they can't be separated. Obviously a different context, but they use movie skins in all the mobile games without this issue. (Not demanding an answer from you, moreso just talking out loud.)
I dont know if they confirmed this, but Sonic Team might not be working on the DLC. From we have been shown, it seems like RGG is developing it, which isn't a crazy assumption to make.
Apparently they reused some vehicles from Yakuza games in the background? It's possible, I'm definitely not informed enough on that to have an opinion.
I definitely think it's due to the voice, the skin is already rigged to Shadow's model, so there's no issue there, but as someone else stated, they probably couldn't pay Keanu to redub the rest of the dialogue, and that's it. Honestly, still wouldn't care if the voice only was there for the DLC stage and the rest of the game was the default voice, but I also don't know if there's behind the scenes reasons as to why they can't. To be honest, it's just that one annoying smudge on an otherwise great product.
@ I think what I would say is facial animations aren’t the same as the rest of the body, it’s why the physique argument could work, but the movie model most likely is already using the regular animations. As for the face, it’s most likely animated differently, though to be fair this is from observing mods for Dragonball Fighterz, and from Source Engine games, but I also can’t fully deny your argument because I don’t know how they animated the face in Generations. Edit: also people have data mined animations from games, and typically the face never animates on the model when run through a 3D program like Blender or something.

to be honest im fine with it IF an i mean IF the Dlc is longer then 10 minutes because i swear if it's only 2 acts and we can't use the movie anywhere else it would be a colossal disappointment. Like they put so much effort into a skin/new character just for it to be barley used

I'm going to be honest, Sonic Team just sucks at these bonus contents. In Frontiers, they gave you the soap shoes but didn't bother to ensure super sonic also has them. Then, Terios Skin was literally just that, a skin with boost color and skating animation not adjusted. And now we have Movie shadow not being playable in normal stages.
Honestly, it sucks when people try to argue logic for video games that can have endless imagination, or in Sonic's case endless possibilities. I'm honestly more excited for the idea of SA2 skins for both Sonic and Shadow to come, and for me that'll more than make up for this

It’s most likely more so to contracting and by that is with paramount on the usage of the movie character design in normal stages not as part of the dlc. Of course Sega owns the character so they can do whatever, but they are respectful to whatever form of the characters.

It's a story DLC whit a Skin that is paid content, not free. The fact that they promoted the game with the voice line and skin for movie shadow but having the line of "I've taken another form" should imply that he changed for the movie levels, but it should be in two cases. 1) Have the skin be an unlockable reward for the main game by patching the game (since we already got the skin from the deluxe edition) or 2) take the time to fully integrate the skin with normal levels for free for anyone who bought the skin by updating it to patch the skin into the main game it's not a hard fix its just sega being sega

They look the same. Like, Movie Shadow is just an uglier Game Shadow, it's not like Sonic where there are significant differences. Keanu's voice is what you're paying for. If they can't have his voice for normal levels, there's no real point in having the skin either.

I didn't have an issue with Terios, but I agree that Sega has a horrible track record of half measures when it comes to DLC.
