Interestingly enough, in New Vegas Charisma is almost useless by itself. I think I met only one or two instances with charisma check in dialog. All my builds are with 1 point in charisma.

It is strange to increase charisma just for barter or speech while you can do it using saved points from other skills like sneak. And increase of companion abilities is worthless, you will be much more efficient by yourself anyway, with proper critical hits from sneak attacks.
