that enclave guard was legitimately a good guy trying prevent the chosen one from putting him and his guys in a situation where they'd have to kill him.
Not exactly sure good guy is the best way to describe him. I think they were trying to establish a presence on the mainland. Constant patrols kill anyone that come close so when someone actually makes it there and survives to tell what they saw it sends a message - stay out.
Either that or he just wanted to avoid writing action reports with everyone that approaches the gate.

Adrian I know they don’t even warn you they just shoot at you right away, you could be a low level, mid level, pr high level, and they’d be the hardest encounter in the game. Sometimes they even make fun of you as they kill you!

many accounts and holotapes or texts actually show that many in the enclave did believe they were the bew soldiers guarding an america they helped recreate. Only the special soldiers on missions and officers or scientists knew what they were really doing. In New Vegas, the reunion of the Enclave Remnants has surviving members of Navarro yet they are still loyal

You can actually meet an officer on base who's sympathetic towards a low intelligence player since he has a sibling with special needs. It was moments like that which made me wish the Enclave wasn't so mustache twirling as the game depicts them as.

Arcade Gannon and the remnants from NV prove it best, Enclave High Command are the mustache twirling asshats, while some of the lowers are redeemable or good people fighting for the wrong cause, not all of them, but a large chunk

The very underrated game Outcast also had this sort of dialogue that evidenced that the speaker had a different worldview on a spiritual level. Their word for death was "to return" its good worldbuilding.

I love how surpirsed the village elder is that the Chosen One with a total 5 brain cells managed to repair a massive cargo ship and infiltrate one of the most advanced military organizations in the world.
To be fair, they probably had no idea what they were doing nor could have even anticipated the outcome.

It is an interesting gameplay, you pretty much destroy anything in your path, but some quests are blocked since people either don't want to talk to you or their dialog option is very limited. My char was a retarded boxer, the punishment he gave to Frank Horigan was a sight to behold. Have fun ;-)

The shaman’s dialogue about how they were cruel to task him with what hes been tasked with and calling him child of nature is quite sad as well

The first one with the Enclave is honestly kind of wholesome that he tries to give him a chance instead of just shooting them.

The Elder has such an interesting nuance with a low int character. She's known the chosen one for their entire life. She knows how he was around the village, being too rock stupid to even string two coherent words together. And yet she still sends them out because they're a descendant of the Vault Dweller. You can just hear how mildly hopeless she feels when interacting with him, especially in the enclave prison.
She's also the Chosen One's mom to boot. Given how she was raised and study so much in her youth only to have a child like that that's so hopelessly inept. She just had to accept it and guide him or her as effective as she can.

Its interesting how you can understand torr more if you're low intelligence, just goes to show how much they used to put into fallout games before Bethesda.
There is another occurance of this with Mr. Fantastic in New Vegas in case you didn't know, but that was handled by Obsidion with guys from (yet again) Interplay.

Well, the player character did complete the Temple of Trials and became the Chosen One, so they had to send him out to find the GECK.

When it was made, it has slightly incoherent as it's been a bit bad over at Black Isle studios, they had rumors about Interplay going bankrupt.
New Reno, Vault City and NCR don't have consistent art or quest progression.

It's all about money, games now aren't made for niche consumer, unless you're an indie developer and even selling 100k copies would set you up for a decade.

Games are unique, they combine ALL types of art ever created by human. Voice acting, story writing, building, dresses, races, weapons, music, sounds, pallette, landscape design, literature, choreography, they go into simulation, geometry, physics, dynamics, they reach into the new areas of elegant coding, gameplay, branching development, progress balancing... Each game is a whole world. And it teachers the others how to make games. That's why I think it's worth the support. Sure, we'd face a problem of watching that the money isn't spent on cocaine instead of the actual work... But hey, Maecenas are free to pay the debts of the companies that actually reached something. That would make sense.
So the games are not just a niche fun. They affect the world. Big studios like Rockstar develop serious simulators for military and government. That's more than just a silly fun now. It's a unique new way of applying everything we know. Seeing how many games now follow the post-apocalypse theme made popular by Fallout I think they owe Black Isle big time.

My favorite one is with Torr. These actually made me laugh and don't feel too out of place, I wish the newer Fallout games could be as funny and creative as the originals.
The Elder was actually really nice. She sounded like she really knew about your character's disabilities. What I don't understand is why they chose someone who had those disabilities.

Look at these dialogues, Bethesda haven't writted a character with this much dimensions since Morrowind.
Oblivion had some pretty good ones, too. But yeah, after that they sure went downhill.
