I posted a thread a few years back, and it looks Microsoft didn't deep dive and provide a good solution from the application level yet community.powerbi.com/t5/Desktop/Very-Slow-Oracle-Connection-Speed/td-p/72510 There are some workarounds we can do-- Make your Power BI Desktop machine "physically" close to the Oracle Database. For example, if your Oracle database is in Boston, then your Power BI Gateway should be in US-EAST region instead of US-West; developers VPN should also connect to US-East VPN server. I Personally also used Remote Desktop to RDP into a machine of the same Data Center of that Oracle. -- My speed increase at least 20 times. I would recommend to give it a try.

If you encounter this issue, the error message returned is: Object reference not set. This is an issue with how Oracle driver works in Windows UWP Apps." I had this issue and, after reinstalling using the download center, it worked.

This is not correct. You should not get ODAC error if installed properly on desktop. You should have clicked install the .net stuff, and you should have set up the tns with the OUI.
