I always cut first, then sew (line up the 1/4 line on ruler corner to corner then cut). Works perfect for me every time.

No specific times. All are self paced. :)
My 'older' machine sadly doesn't have the 1/4 inch line on the plate...
That could be frustrating. You'd have to measure from needle out to get an accurate 1/4" seam if that's the case. Will definitely be tricky tho.
