      It means a simple comment can't be misunderstood as something to take offence resulting in the person being criminalised. Some people (which seem to be mainly sjws) believe it will lead to massive racism and hate crimes.

      The government tried to change the racial discrimination laws. They currently say you can't say/do something that will insult, offend, humiliate, intimidate a group of people because of their race or ethnicity.
      [There are exceptions, so it's legal if it's in private, or in artwork, or if you're expressing a genuine belief (i.e if you are crazy and you truly believe all Asian people are aliens or something).]
      But the government wanted to remove the words 'insult, offend and humiliate' and replace it with 'harass'. They didn't have the numbers in the senate so it didn't happen.
