With low hours what would y'all say caused this mowers dirty carb and intake? My Kohler with 1600 hours still looks new

I bought it at a storage unit on a beat up trailer with other beat up lawn equipment all with flats or very little air in the tires. Some people just don’t take care of their stuff.
