Alright, so there is a relatively cheap option for you. You can buy a pre-painted bumper (I did this with my 2013 Nissan Altima). The bumper will come in folded and you will need to unfold it and let it sit for awhile to get its shape back. I had to apply some heat with a heat gun (a hairdryer will work also). The paint was pretty good, however for $350 you can't expect it to be perfect. There were 4 blemishes on mine that I was worried about at first, but when you stand back 5 feet from the bumper its not really noticeable. It did not worry me because again, it was very cheap compared to a new bumper that needs to be painted at a body shop. That depends on how many clips are broken. You can resuse the clips if they are still in good condition. As far as the size, I'm not sure. I just went into the clip kit I bought and found the one that would secure the shields properly without moving.
After doing some research, I don't believe you can. I think the 2008-2010 bumpers and grilles need to be paired together, and the 2011-2012 need to be paired together.
The dealership. The clips in the description worked perfectly for me. If you want factory replacement parts, you need to go to a dealership or find a Honda parts retailer online.

Check the 2 tabs at the top. They hold the bumper in place so you can put everything together.
