Why wasn't Dio Brando AT LEAST in the Top 3? He kicked a puppy so hard it twitched in his first appearance, stole Erina's first kiss, murdered his adoptive father, slaughtered an entire village, MADE A MOTHER EAT HER OWN DAMN CHILD, and that's just Part One. Dio Brando just from Part One is more cruel then a majority of the characters on this list.

I fully agree with you putting the major at number one. I am a drama student and i LOVE how hellsing characters are written and performed especially in ultimate. Most characters come with some type of backstory, those that arnt directly said can be pieced together from the creators other works. Iv'e pulled really good monos from the series for myself and others. The series is glorified for the gore and not much else.. the great writing that went into the characters themselves is usually ignored.
I can see why Light Yagami was put into the honorable mentions. Cause sure, he did a lot of evil things, but it was all for the sake of making the world a better place. And c'mon, you got to admit you and a lot of other people were rooting for him to win.
Yeah, his intentions were good which is in contrast to the other villains. Frieza does evil for evils sake, as does most of these villains, they are selfish and do things for their own sake. Sure, Light is an egotistical asshole who'd use even his own family to get what he wants, but in the end, he was doing it for a better world, not himself.

Light Yagami is a complex character who can be seen as both a villain and a necessary evil by both the viewer and the characters themselves. On one hand his motivation is to create a better world, punish those who do wrong and ensure justice for everyone... on the other hand, he does this by killing hundreds of thousands of people without due process or confirming their guilt, actively kills anyone gets in his way and admits in only the second episode he may kill his own family, and his descent into madness becomes increasingly evident especially in the latter half of the series. As Kira, Light demonstrates the corruptive nature of power and the dangers of fanaticism, when he returns to normal after giving up the Death Note he becomes a different person, a respectable young man and he opposes Kira which shows he truly does know what he is doing is morally wrong, but justifies it as necessary for the greater goal of a perfect world. Light's great problem is that he is completely committed to his goal at any cost, he even says at the beginning and end that he's willing to sacrifice is own mind and soul to achieve this perfect world, as he puts it "there was no other way, the world HAD to be fixed!" Certainly the world has alot of problems, no denying that, but killing hundreds of thousands of people and ruling the world through fear is not a solution and definitely not a perfect world either. L for his part is not immune to criticism either but is decidedly on the side of the police and stopping Light's reign of terror. He sacrifices criminals lives for clues and while he is brilliant and willing to break the law for his investigation, he does have limits and his true motivation is learning the truth rather than pursuing justice. He probably could have stopped Kira had he simply made the judgement call to detain Light as the most likely suspect to see how doing so affected Kira's behavior, Light would have been in a difficult spot. But that isn't how L worked, he wanted to know how Kira made his kills, how he could seemingly drop people dead by wishing death on them with only their name and face and wanted the whole truth before sending Kira to be executed. The most moral character in the show is Chief Yagami, Light's father whom is noble, willing to risk his life for the investigation and wants justice done properly. One of his best scenes is when he smashes into Sakura TV headquarters with the van and gets the Kira tapes from the media guy (I forget his name), I loved that scene and it was the most badass thing anyone besides Light and L did.
@@sirreepicheeprules7443 I don't think his "noble goal" really stops him from being undeniably evil since he is very much of a hypocrite and doesn't really show remorse for his actions (the scene where in the anime it flashes back to his childhood before he got the Death Note and started sobbing is not proof of remorse before you say, as it's also possible that Light realized that all of his hard work would be undone after his death and was upset about his efforts ultimately going to waste).

In the manga and also the live action movie, at the end it is shown that the world really does revert to crime and actually worse than before Kira. In the manga Near expresses some respect for Kira for dropping crime by 70% though doesn't approve of his methods and in the movie, light's father and sister talk about how the world had become even worse than before Kira, his dad asks if she wanted Kira back, and she immediately rejected it saying that Kira had killed her brother, revealing that she never learned that Light was Kira and her father lead her to believe her brother was a hero who died fighting Kira instead. The movies are quite good although they change quite a bit from the show, I highly recommend them.
what about Junko from Danganronpa. She literally destroyed civilian as we know it, and made fifteen students, even her own sister, kill each other out of boredom and to squash out hope in the world.

Is ironic that the reason Aizen lost to Ichigo was because he was too smart....If Aizen never experimented on Souls creating Hollows from his failed experiments Ichigo would’ve never been born. Aizen created the Hollow that would be known as White that attacks Ichigo’s mother which leads her meeting her future husband which lead to White possessing her like that parasite Hollow from “Fade to Black movie” which his Father defeated & sealed him away inside her but eventually was inherited by Ichigo which became the foundation for his Zanpakto (Zangetsu) but retaining his original form as a Hollow which became his origin of his Hollow/Soul Reaper powers.
I personally feel that Doflamingo should have been higher on the list because (SORRY MAJOR SPOILERS) HE KILLED HIS OWN FLIPPING BROTHER, ROCINANTE, BECAUSE OF A FRUIT. A GOSHDARN FRUIT. HE ALSO MURDERED HIS OWN FATHER BECAUSE HE THOUGHT HE WAS ANNOYING. Also, for one, he didn't mind DESTROYING the country he falsly lied to, manipulated, and scarred. He seperated families by turning the family members he didn't like into toys, made the toys watch over their families (Which forgot who the person was), and planned to wipe out the entire human race, because he considers it annoying. Plus, everything Robyn stated. I find thatt pretty twisted and sadistic. Do you?

Craz 9242 I honestly wouldn’t even say that diva was truly evil. She was raised like an animal with very little human contact. She did kill her captors but the majority of the problems that happened in Blood+ were done by her knights, all diva did was attack one of sayas brothers twice and try to kill saya once

I agree with most of these selections, but I must question placing Krul on the honorable mention list. There are decidedly more unpleasant characters in Seraph of the End, namely Ferid and Kureto, and I recall that Krul has a reason to despise humans, and yet still acknowledges herself and her fellow vampires as blood-sucking monsters. Not to mention, she specifically ordered her subordinates to spare the Hyakuya orphans, and has multiple moments of showing kindness to Mikaela. I’m not saying she isn’t ruthless or cruel, but I honestly believe there are quite a few more sadistic, monstrous beings than her.
I love Dio. Dio is one of the most memorable villains I've come across in recent times. However, I can see why he only made honorable mention. He seems less evil when compared to these other guys.
+Just Some Guy with a Mustache I was surprised that not a single villain from Akame Ga Kill showed up on this list. I'm aware that the anime is a little different from the Manga but the characters still exist. I read the entire manga up to this point in a single day. It straight up TRAUMATIZED me...hell I was surprised Esdeath didn't show up on this list she loves war just as much as the major does. Obviously she isn't number 1 because she has some redeeming qualities at the surface but she is just pure evil.
Not pure evil at all. She treats her comrades kindly which goes against the criteria for this list. She is a darwinist and believes in the rules of nature. The strong die and the weak survive. That mindset was implanted in her from a young age. So no. She has no place here.
She treats war just like the major does...to her its more important to be in constant war than to have a stable society and torture is a hobby of hers in which she delights in causing as much pain as possible. I don't think 'she has no place here' as you say is entirely accurate.
She treats war the way she does because she enjoys fighting; she enjoys fighting Danger Beasts as well. She's power driven, but that power is always directed towards her enemies. She has never attacked any of her comrades, felt remorse when her subordinates in the Jaegers were killed, and was very accepting of her own death, since Akame beating her just meant that Akame was more powerful. She has no place here because one of the criteria for being on this list was treating comrades like shit as well. And Esdeath just didn't do that at all. Again, her mindset is wrapped around the idea of natural selection; that humanity, as animals, should almost always be fighting for dominance, because that is how things go down in nature. Moreover, none of these characters here really had much tragic backstory; she saw her entire tribe dead, and her dying father instilled in her mind the idea that she HAD to be strong, or else she would die. The way he spoke about it so nonchalantly to a young girl before death influenced her mindset. Hence, she grew up thinking that power was everything, and that nature required her to fight and prove herself. The villains HERE are just *pure* evil. There is no sadness behind them, no history that caused them to make their choices. They solely *want power, and are willing to do anything and betray their closest allies to do so.* Esdeath isn't like that. She values the life of the people close to her. If you were to call her "evil," it wouldn't really be evil so much as it would be "primal urges."
Honestly, use the term 'pure evil' with salt because the definition of evil is determined on a individual by individual basis. There is sadness and history behind true villains because if there isn't any then they are simply insane

Very doubtful considering that the west still has villains like The Joker, the Daleks, The Master, The Red Skull, Davros, Thanos, Loki, Surtur, Iron Monger, the Cybermen, The Scarecrow, Killer Croc, Parallax, General Zod, Sinestro, Lex Luthor, Atrocitus, Sephiroth, Genesis, Jenova, Ardyn Lucis Caelum, and a whole slew of other more evil villains that would take all day to mention.
Only villain I feel was missed was Knives from Trigun or at the very least Legato Bluesummer who intentionally had Vash kill him just to break his spirit. Aside for that, the list is very solid.
Seriously, shou is nothing compared to these guys. All he did was fuse his daughter and dog, the same with his wife. That is all. Number 10 used strategic, cruel and vicious techniques to kill someone. At least shou left ninalexander alive. Shou Tucker’s overrated

Dio has killed (burned alive) his rivals dog after having abused it on multiple occasions, he stole hos rival's love's first kiss and damaged their relationship, killed his rival's father and comrades, burned down his home, stole his reputation from him, and proceeded to create an undead vampire army with which he did even more killing.

Most of the people on the list they made are evil for just being evil. Dio craves power and honestly has pretty much stopped at nothing to get it and has the ego to match it. He is a villian so bad that almost every arc of JoJo afterwards can be linked back to him in some way. He is honestly one of the non super bullshit one up villians that actually work since he was written back in back in 86. Self gain in the length you will go to achieve it with a couple people on this list being considered the most evil throwing away their basic humanity is the story of dio and i guarantee had inspired alot of writers

Izaya.....*backs away slowly* that guy scares me even when he was in the *spolier* Hospital he was waiting for the one person to finish him off once the person comes into his hospital room it turns out to be one of the people he tricked into "dying" once he recognized her he starts to laugh and it was really creepy. Also never see this guy skipping cause it's just creepy after watching that specific scene.
I would say the Major is much more than just hungry for war. Part of his insane, twisted, yet morbidly accurate philosophy is why he's so amazing. Wanting nothing more than to have Alucard be burned to less than ashes, all for the sake of the Major being human, and Alucard a lesser being. He openly states how every fiber of his human being wishes for Alucard, a vampire which naturally preys on humans, to be destroyed.
Common, Griffith should be first. Frieza and Major are too cartoonishly evil, you can't really get mad at them. You dont meet insane yet genius murderous psychopaths like Liebert either. But do people sacrifices their loved ones for the sake of their ambitins? All the freaking time. Griffith is human, and that emphasizes what a monster he is. He is the most realisticly evil person i ever saw in anime.

I didn't think anyone could beat out Frieza. A being who will cause your species to go extinct for standing up to him is about as evil as it gets. I can see how he isn't the best choice though, bc it isn't focused on much. We only saw one of his battles. We didn't see him show up anywhere else.

shadowytwilight Did you watch DBZ? Frieza conquered planets to sell them. He is literally responsible for the genocide of at least a few dozen races if not hundreds. He planned to kill all the Namekians even if they gave him the dragon balls. His purpose was power, not chaos, but destroying a few cities for funzies is absolutely nothing compared to exterminating all life forms on a planet for money and power. Think about it, would you prefer a mad man destroy London and a few other cities or all animals on our planet to sell it.
Jacob Byrd Frieza employed others to conquer planets so he could sell them, yes. it's also made quite clear that Frieza himself barely ever gets directly involved or even issues orders. he expected the Saiyans to conquer planets to sell to him to stay in his good graces. he only kills the saiyans because they dared act against him. but again, Frieza has an end goal. he has a reason for his actions. the Major flat out states that he has literally no reason. there's no 'the ends justify the means' actions. the Major wants to create an eternal, everlasting war, for no other reason then he gets off on hearing the screams, and seeing the bloodshed. and he'd even enjoy it if you manage to kill him, becuase he'd love to even see his own blood spilled. That is far more terrifying a villian. there's no reasoning, there's no stopping, there's no end...and you can beat on him, shoot him, stab him, and all he'd do is laugh at you until he died..or you did.
Well, understand her, she did it because she was bored and wanted to experience despair. And drag everyone with her. And put an extra layer of despair of those who were the best symbols of hope. That's not fucked up if she was bored.

I have to say Medusa Gorgon deserves special mention in the manga version of Soul Eater. Spoilers for the manga ahead. After the latest tests with the improved Black Blood are a success she welcomes Chrona back home with a warm meal and is down right chatty and warm to the kid. Chrona is visibly confused by this and then Medusa hugs them and says she's proud of them Chrona snaps and brutally dismembers her screaming about having no clue how to handle this kind of treatment. Its a great scene that highlights all the horrible emotional damage that she's done to Chrona over the years. Then the bitch does what I thought was impossible. She robs the readers of any potential satisfaction we'd feel with her death by using the last of her magic to pull enough of her body back together to drape her self accross Chrona's shoulder and and tell them that they are ready, they're finally strong enough to devour the Kishin Asura while sporting her trademark evil inhuman grin and laughing as Chrona chops her to tiny, tiny pieces, sporting an insane grin of their own to highlight how they've finally gone irreversibly mad. Seriously, that is some grade A evil there.
my favorite villain is Naraku from Inuyasha, he was pretty evil, ruining the lives of nearly every one of the characters in Inuyasha, as well as being a twisted manipulator who would use anyone to further his designs
Yoshikage Kira should not be on this list. He is one of my favourite JoJo villans, but, he isn't really evil. He's just crazy. He just wanted a quiet life.

I'd say Dio, Frieza, and Major are top 3 for sure. If I had to chose the most evil of them, it's Frieza. The reason being is that compared to Dio and Major, Frieza was able to do everything he did THROUGH OUT THE ENTIRE UNIVERSE! Dio and Major merely had earth and that's it. With Frieza doing what he does across the universe, it gives him more and more evil deeds to do. Dio and Major would run out of evil deeds eventually. Frieza would not b/c of the Supreme Kais who keep creating an entire planet and species.
Frieza also enslaved entire races, wiped out his entire army just to destroy planet vegeta, he's commited multiple mass genocides, wiped out his army again in rof, finds great pleasure in the suffering of just about anything, has no regard for any life but his (He went so far as to be willing to ditch his universe despite his dad still being there and watching it get erased along with his dad with no remorse. He'd laugh at his own dad's erasure who's done nothing but help him out). I could probably list a good bit more. Frieza definitely deserved the 2nd, if not 1st place on this list.

You think if DIO could traverse the galaxy and posses the power to destroy multiple planets, wouldn't enslave entire species and destroy earth or smth? DIO is cruel and just because his power is limited to earth doesn't make him any less of a sadistic villain. Also DIO killed his father and caring step-father, who has been caring about DIO more than his own son and DIO still poisoned him without remorse.
It's worth noting that rather than just wanting to watch the world suffer and burn, the true reason behind The Major's actions and planning was to make it possible for them to kill Alucard. All of that was just to take out one single guy. Though he had no qualms with causing millions to suffer and die to the end, and even took gleeful joy in it.
How did Akainu not make this list? He slaughtered an entire ship of civilians because he was on edge that a single scholar MIGHT have escaped, killed his own comrade because the guy wanted to go back home to his family, tried to do the same with Koby just for wasting his time, and finally killed Ace because of his bloodline and tried to do the same with Luffy yet he sees *THEM* as the embodiment of evil and not him just for the mere crime of existing. All of this in the name of “justice”. He makes Seryu look like a freakin girl scout!
bear in mind the anime adaptation they are referring to here is the prequel to the actual story, the whole manga messes you up mentally, that being said it is thoroughly enjoyable and my favorite manga of all time

By the way, thanks to this video, I was finally pushed into watching Hellsing Ultimate. I've been meaning to watch it ever since I bought the DVDs last year, but never got around to it. Been binge watching them all night. And you were right. It's proving to be a great anime, especially in volumes 5 through 8. I still need to watch the final two volumes, but man what a ride so far. I personally thought Sugou from SAO would be on the list, the way he experimented on people, locked Asuna in a giant bird cage, tormented her, sadistically hurt Kirito while he was helpless, sexually assaulted Asuna in front of Kirito and attempted to murder Kirito in real life. For absolutely no reason besides wanting to rule the world. I mean, even Kayaba turned out to be semi-good after realizing all the pain he caused was for nothing. He help Kirito overwrite Sugou's authority by giving Kirito his player ID. I mean, how much more evil can you get after Sugou??

Not to mention the Zabis forcing their nation to drop a colony on Earth, accidentally wiping out Sydney, Australia instead of the Federation Base at Jaburo, South America. They didn't even commit enough forces to ensuring their target hit the right place because they felt that dropping a colony anywhere on Earth, screwing it up, would be sufficient to try to make the Federation back the fuck down.

I fully agree with you putting the major at number one. I am a drama student and i LOVE how hellsing characters are written and performed especially in ultimate. Most characters come with some type of backstory, those that arnt directly said can be pieced together from the creators other works. Iv'e pulled really good monos from the series for myself and others. The series is glorified for the gore and not much else.. the great writing that went into the characters themselves is usually ignored.

Finally somebody see Light Yagami from Death Note is a heartless vilain
Light Yagami is a complex character who can be seen as both a villain and a necessary evil by both the viewer and the characters themselves. On one hand his motivation is to create a better world, punish those who do wrong and ensure justice for everyone... on the other hand, he does this by killing hundreds of thousands of people without due process or confirming their guilt, actively kills anyone gets in his way and admits in only the second episode he may kill his own family, and his descent into madness becomes increasingly evident especially in the latter half of the series. As Kira, Light demonstrates the corruptive nature of power and the dangers of fanaticism, when he returns to normal after giving up the Death Note he becomes a different person, a respectable young man and he opposes Kira which shows he truly does know what he is doing is morally wrong, but justifies it as necessary for the greater goal of a perfect world. Light's great problem is that he is completely committed to his goal at any cost, he even says at the beginning and end that he's willing to sacrifice is own mind and soul to achieve this perfect world, as he puts it "there was no other way, the world HAD to be fixed!" Certainly the world has alot of problems, no denying that, but killing hundreds of thousands of people and ruling the world through fear is not a solution and definitely not a perfect world either.
L for his part is not immune to criticism either but is decidedly on the side of the police and stopping Light's reign of terror. He sacrifices criminals lives for clues and while he is brilliant and willing to break the law for his investigation, he does have limits and his true motivation is learning the truth rather than pursuing justice. He probably could have stopped Kira had he simply made the judgement call to detain Light as the most likely suspect to see how doing so affected Kira's behavior, Light would have been in a difficult spot. But that isn't how L worked, he wanted to know how Kira made his kills, how he could seemingly drop people dead by wishing death on them with only their name and face and wanted the whole truth before sending Kira to be executed.
The most moral character in the show is Chief Yagami, Light's father whom is noble, willing to risk his life for the investigation and wants justice done properly. One of his best scenes is when he smashes into Sakura TV headquarters with the van and gets the Kira tapes from the media guy (I forget his name), I loved that scene and it was the most badass thing anyone besides Light and L did.

@@sirreepicheeprules7443 I don't think his "noble goal" really stops him from being undeniably evil since he is very much of a hypocrite and doesn't really show remorse for his actions (the scene where in the anime it flashes back to his childhood before he got the Death Note and started sobbing is not proof of remorse before you say, as it's also possible that Light realized that all of his hard work would be undone after his death and was upset about his efforts ultimately going to waste).

In the manga and also the live action movie, at the end it is shown that the world really does revert to crime and actually worse than before Kira. In the manga Near expresses some respect for Kira for dropping crime by 70% though doesn't approve of his methods and in the movie, light's father and sister talk about how the world had become even worse than before Kira, his dad asks if she wanted Kira back, and she immediately rejected it saying that Kira had killed her brother, revealing that she never learned that Light was Kira and her father lead her to believe her brother was a hero who died fighting Kira instead. The movies are quite good although they change quite a bit from the show, I highly recommend them.

I agree with most of these selections, but I must question placing Krul on the honorable mention list. There are decidedly more unpleasant characters in Seraph of the End, namely Ferid and Kureto, and I recall that Krul has a reason to despise humans, and yet still acknowledges herself and her fellow vampires as blood-sucking monsters. Not to mention, she specifically ordered her subordinates to spare the Hyakuya orphans, and has multiple moments of showing kindness to Mikaela. I’m not saying she isn’t ruthless or cruel, but I honestly believe there are quite a few more sadistic, monstrous beings than her.

Danganronpa was originally a game, they made a anime of it .
I love Dio. Dio is one of the most memorable villains I've come across in recent times. However, I can see why he only made honorable mention. He seems less evil when compared to these other guys.
+Just Some Guy with a Mustache I was surprised that not a single villain from Akame Ga Kill showed up on this list. I'm aware that the anime is a little different from the Manga but the characters still exist. I read the entire manga up to this point in a single day. It straight up TRAUMATIZED me...hell I was surprised Esdeath didn't show up on this list she loves war just as much as the major does. Obviously she isn't number 1 because she has some redeeming qualities at the surface but she is just pure evil.
Not pure evil at all. She treats her comrades kindly which goes against the criteria for this list. She is a darwinist and believes in the rules of nature. The strong die and the weak survive. That mindset was implanted in her from a young age.
So no. She has no place here.
She treats war just like the major does...to her its more important to be in constant war than to have a stable society and torture is a hobby of hers in which she delights in causing as much pain as possible. I don't think 'she has no place here' as you say is entirely accurate.
She treats war the way she does because she enjoys fighting; she enjoys fighting Danger Beasts as well. She's power driven, but that power is always directed towards her enemies. She has never attacked any of her comrades, felt remorse when her subordinates in the Jaegers were killed, and was very accepting of her own death, since Akame beating her just meant that Akame was more powerful. She has no place here because one of the criteria for being on this list was treating comrades like shit as well. And Esdeath just didn't do that at all.
Again, her mindset is wrapped around the idea of natural selection; that humanity, as animals, should almost always be fighting for dominance, because that is how things go down in nature.
Moreover, none of these characters here really had much tragic backstory; she saw her entire tribe dead, and her dying father instilled in her mind the idea that she HAD to be strong, or else she would die. The way he spoke about it so nonchalantly to a young girl before death influenced her mindset. Hence, she grew up thinking that power was everything, and that nature required her to fight and prove herself.
The villains HERE are just *pure* evil. There is no sadness behind them, no history that caused them to make their choices. They solely *want power, and are willing to do anything and betray their closest allies to do so.*
Esdeath isn't like that. She values the life of the people close to her. If you were to call her "evil," it wouldn't really be evil so much as it would be "primal urges."
Honestly, use the term 'pure evil' with salt because the definition of evil is determined on a individual by individual basis. There is sadness and history behind true villains because if there isn't any then they are simply insane

Only villain I feel was missed was Knives from Trigun or at the very least Legato Bluesummer who intentionally had Vash kill him just to break his spirit. Aside for that, the list is very solid.

I would say the Major is much more than just hungry for war. Part of his insane, twisted, yet morbidly accurate philosophy is why he's so amazing. Wanting nothing more than to have Alucard be burned to less than ashes, all for the sake of the Major being human, and Alucard a lesser being. He openly states how every fiber of his human being wishes for Alucard, a vampire which naturally preys on humans, to be destroyed.
Common, Griffith should be first. Frieza and Major are too cartoonishly evil, you can't really get mad at them. You dont meet insane yet genius murderous psychopaths like Liebert either. But do people sacrifices their loved ones for the sake of their ambitins? All the freaking time. Griffith is human, and that emphasizes what a monster he is. He is the most realisticly evil person i ever saw in anime.

I didn't think anyone could beat out Frieza. A being who will cause your species to go extinct for standing up to him is about as evil as it gets. I can see how he isn't the best choice though, bc it isn't focused on much. We only saw one of his battles. We didn't see him show up anywhere else.

Did you watch DBZ? Frieza conquered planets to sell them. He is literally responsible for the genocide of at least a few dozen races if not hundreds. He planned to kill all the Namekians even if they gave him the dragon balls. His purpose was power, not chaos, but destroying a few cities for funzies is absolutely nothing compared to exterminating all life forms on a planet for money and power. Think about it, would you prefer a mad man destroy London and a few other cities or all animals on our planet to sell it.

Frieza employed others to conquer planets so he could sell them, yes. it's also made quite clear that Frieza himself barely ever gets directly involved or even issues orders. he expected the Saiyans to conquer planets to sell to him to stay in his good graces. he only kills the saiyans because they dared act against him. but again, Frieza has an end goal. he has a reason for his actions. the Major flat out states that he has literally no reason. there's no 'the ends justify the means' actions. the Major wants to create an eternal, everlasting war, for no other reason then he gets off on hearing the screams, and seeing the bloodshed. and he'd even enjoy it if you manage to kill him, becuase he'd love to even see his own blood spilled. That is far more terrifying a villian. there's no reasoning, there's no stopping, there's no end...and you can beat on him, shoot him, stab him, and all he'd do is laugh at you until he died..or you did.

I have to say Medusa Gorgon deserves special mention in the manga version of Soul Eater. Spoilers for the manga ahead.
After the latest tests with the improved Black Blood are a success she welcomes Chrona back home with a warm meal and is down right chatty and warm to the kid. Chrona is visibly confused by this and then Medusa hugs them and says she's proud of them Chrona snaps and brutally dismembers her screaming about having no clue how to handle this kind of treatment. Its a great scene that highlights all the horrible emotional damage that she's done to Chrona over the years.
Then the bitch does what I thought was impossible. She robs the readers of any potential satisfaction we'd feel with her death by using the last of her magic to pull enough of her body back together to drape her self accross Chrona's shoulder and and tell them that they are ready, they're finally strong enough to devour the Kishin Asura while sporting her trademark evil inhuman grin and laughing as Chrona chops her to tiny, tiny pieces, sporting an insane grin of their own to highlight how they've finally gone irreversibly mad. Seriously, that is some grade A evil there.

my favorite villain is Naraku from Inuyasha, he was pretty evil, ruining the lives of nearly every one of the characters in Inuyasha, as well as being a twisted manipulator who would use anyone to further his designs

I'd say Dio, Frieza, and Major are top 3 for sure. If I had to chose the most evil of them, it's Frieza. The reason being is that compared to Dio and Major, Frieza was able to do everything he did THROUGH OUT THE ENTIRE UNIVERSE!
Dio and Major merely had earth and that's it. With Frieza doing what he does across the universe, it gives him more and more evil deeds to do. Dio and Major would run out of evil deeds eventually. Frieza would not b/c of the Supreme Kais who keep creating an entire planet and species.

Frieza also enslaved entire races, wiped out his entire army just to destroy planet vegeta, he's commited multiple mass genocides, wiped out his army again in rof, finds great pleasure in the suffering of just about anything, has no regard for any life but his (He went so far as to be willing to ditch his universe despite his dad still being there and watching it get erased along with his dad with no remorse. He'd laugh at his own dad's erasure who's done nothing but help him out). I could probably list a good bit more. Frieza definitely deserved the 2nd, if not 1st place on this list.

It's worth noting that rather than just wanting to watch the world suffer and burn, the true reason behind The Major's actions and planning was to make it possible for them to kill Alucard. Ghiren kills his brother Sasro via assassination and his father Dewgen, just to keep a losing war that had wiped out 1/2 of humanity. Kycelia then killes Ghiren. Not to mention the Zabis forcing their nation to drop a colony on Earth, accidentally wiping out Sydney, Australia instead of the Federation Base at Jaburo, South America. They didn't even commit enough forces to ensuring their target hit the right place because they felt that dropping a colony anywhere on Earth, screwing it up, would be sufficient to try to make the Federation back the fuck down.
