About every two years, we get a couple of guys doing it the right way. they use good paint and good stencils, and they ask before hand and give a price. I always say yes and I'm happy they do it.
I used to do this in high school. But we just went door to door and asked. We charged 7 dollars and surprisingly a lot of people wanted it done.
Difference is you asked. Had you just done the job without permission and attempted to extort the money out of them after the fact I suspect alot more would be unhappy about it.

When I was little, someone tried to scam my mom like this. She flatly refused to pay, even though they already painted the number on the curb. They actually painted it out with a neatly painted black rectangle! The black rectangle stayed there proudly for years!

A couple years ago, a guy left notices in our mailbox saying that he would be painting our numbers on the curb and payment was voluntary. The job he did in front of my house was perfect. He left a note in my mailbox indicating that if I like the job he did, I could voluntarily send him a check for $20. I thought that was the perfect way to set-up his business. I gladly sent him a check and didn't feel like I was scammed at all. It's funny, my neighbors were complaining, yet they got a perfect curb paint-job for free.

So when someone comes along and restores what was already there before, they are not destroying, they're actually undoing the "destruction" wraught by the elements. It's not usually a scam, many HOA's do this exact thing. This is the first time I've heard of this being a scam and not an officially sanctioned service.
And yes that means that they paint it on and you pay for it whether you wanted it or not because the number is required by the association, though proper HOA's use the association fee you pay every month to lessen the blow, but most don't either because the fee is low in low income neighborhoods, or because in the higher end neighborhoods they can afford it.
At the end of the day having both a curb painted number AND visible house number near the front door of your home are extremely important things to have.
HOA are little Nazi like organizations. I would never live in a place w/ an HOA.

Well Meliodas, it comes down to personal guilt. Many people do not know how the city works. If the criminal chooses their words correctly, they can instill fear of legal trouble into their victims, and guilt for not paying.
I am absolutely amazed that this scam works however.
Of all of the ridiculous scams out there, this one is the easiest to fact check. But guilt and fear can prevent many from investigating prior to paying.
Here's the thing: If they were working for the city, they were going to be paid by the city, not any individual homeowner...so they wouldn't come up to your door and ask you for money. Otherwise, they're just random people doing a service you never asked for, and never made any agreement to pay for. Act accordingly.
Not only did no one request the numbers to be painted but it's such shoddy work that it looks like garbage!

Actually painting the house numbers on the curbs is a decent idea, sometimes it takes years to find the house number you are searching for.
What about the streets that have parking on one side of the street? Who's going to see the numbers?
It's usually next to the door or on their mail box, pretty simple.
No numbers on house or mail box is a HUGE problem for emergency responders. You'd be surprised at how many houses in a row have no markings, and you end up guessing.
Right? Same thing happened to me! 2 years!!! My little girl had spent the night at a friend's house and had not come home! It took 2 years before I could locate the house. Luckily I found the house because someone had finally painted the curb outside of it and I was able to get my child back. Unfortunately, she had lost some weight since they didn't feed her the same as they fed their own children. We were all just so relieved that we found the house and were able to retrieve our child. And I was glad they at least let her stay there while I searched for her. Still, that was 2 years lost but we are all back together and happy again. Next time she stays at a friend's house we will demand the address be visible where she's going to stay! Or I'll be a monkey's uncle before I let her stay there!!

There was a a group that went through a neighborhood where I used to live, doing a civic-service project. They put cards on every front door, announcing that they planned to come paint the numbers on the curb. Anyone who didn't want them just had to mark the "No, thanks!" box. Donations were requested, but completely voluntary. They did a good job, and most neighbors gave donations, supporting a local charity.
I had a flyer on my front door the other day asking me if I want to get it painted, it had different designs ranging from $10 to $15. I picked one and paid the fee and the next day they did the job. This was done by our HOA.

You all have it wrong. The scammer painting the numbers without anyone's permission is not illegal. It is the request for payment after a service was preformed without authorization that us the "scam". Anyone can legally walk up to a house and offer the painting service for a fee or tips. If the occupant agrees, you have a deal and now can paint the numbers and collect your payment. If they don't agree, you can not legally require them to pay for a service they didn't want.

I did that as a college student. We called ourselves the ”Student Community Services”. We ask for a two dollar “donation”. We averaged a dollar a house. Which was really great money in 1978.

In my community a Veterans group does this and only asks for a donation to the Veterans. It has been this way for over 50 years. No pressure....give what you can or a 'no' is an answer too. Having the curb marking actually helps the fire dept and police locate a home in an emergency.

Simple scam. If they tell the person they work with the city and placed flyers in everyone's mailboxes 2-3 months ago informing them of the program and it would cost $10.00 per house. They can either pay it now or have it assessed on their property taxes. Most people will not give it a 2nd thought and just pay the small amount.
Also remember even though it is the curb any improvements to the road or right of way will be assessed to your property during the next assessment period.
Again I say, what idiot would pay? The curb is the councils responsibility so is paid for by them, and a note in the letterbox is not in any way an obligation to pay for unrequested service. property taxes are uniform ssed on area of land and street, so you r tax would still go up if the council improves your street even if yo do pay the $10.

Unless you signed an agreement you owe NOTHING. We live near University of California. One day, we got a knock on our door. It was a couple young men from one of the student clubs at UC. They told us they were painting the address on all homes and would like to get a donation from each homeowner. Whatever we felt the job was worth. The paint crew did a good job we gave them $30 and hope to see them again next year.

my mother had the same problem in michigan they put the numbers on all the homes curbs said they were college students she didnt pay and they threaten here to take her to court and others we ran them off by telling them the next time they came around they would be found floating in the detroit river!
A couple of friends and I used to do this during the summer when we were in high school over 40 years ago.
We'd knock on doors and give our pitch, politely explaining the advantages of having your address painted (or repainted if it was old and faded) on the curb, easier for police, fire, deliveries, etc. We charged $3 and people usually said yes. More often than not, we were tipped at least an extra dollar or two and on a few occasions we were even invited to a backyard barbecue when we were finished.
On a typical day we'd work a few hours and make at least $40-$50. If we worked all day, we made as much as $150 or a bit more.
Should have find them and spray paint their license plate numbers on the hood of their car LOL... Then charge them haha

What I hated was that I had painted the numbers myself really nice and without my permission they sprayed over it and did a sloppy job, so I see it as vandalism.
The first time I heard about this, was back in 1963 or so ... they painted and then asked for a donation. They were going to college and trying to make money. The were received in a good light, and I read about it in the newspaper. For finding a house in the dark, I think it was a great idea.
Don't pay for work you never ordered. Period. Oh yes and you can use a stencil and paint. Do it yourself.

They did that in the Atlanta area several years ago. Their scam they were pulling was the police and fire departments require this to find your house easily. When they arrived for money I called the police and tried to have them arrested for vandalizing my property but they only got a ticket.

When I was younger I wasn't a scam. A guy knocked on our door years ago and asked if he could repaint our curb address for $2.50. It looked great and we helped someone that needed money and was willing to work for it. But to turn it into a scam, that's shitty......

A crew went through my neighborhood 20 years ago doing the same thing. A lot of people took the offer... I told them to get lost. I tell a lot of people to get lost....salesmen(I am terse and to the point...pisses them off..good), poll takers & politicians (pisses them off too...but you can see them swallow their pride...especially politicians), Witnesses(although I am polite to them and use different tone of voice). Couple of times it looked like it might come to blows...i don't care. They're the ones annoying me.
My town had this, but the painters ask for permission. Also, they made them pretty, with team logos or state symbols.
Next week they will wash everybody's car and ask for $15 fee !! Lol
id sue them for 200 in small claims saying they scratched my car
Close to 80 years old, I confronted a curb address painter close to 30 years old, about payment, told him to go to h*ll and with a left cross ,while I look away, knock me out, and left. It was a gang of 3, with the neighbor's help we made these cowards run away.
Here in El Paso several years ago we received into the mailbox an ad saying that we need “to replace” our current Mail boxes “by City ordinance” an offer some models with the cost for everyone……..fortunately nobody in my street took seriously that scam

For one, Those look like crap. Secondly. ask if they want it and then discuss a charge. But as far as permits goes why should we need permission to earn a living?

Also, it's important that permits are issued to door-to-door operations. All kinds of issues can arise from these kinds of 'sales', their information, and a quick summary of law goes a long way.

Why are you both making assumptions that have pretty much nothing to do with what he was talking about anyway? I don't understand why you think it would be difficult for Dassd to spray the sidewalk in front of his house. It doesn't make sense why you both are attacking him personally and making him seem incompetent. You both need to grow up.
Anyway, I agree with Dassd. If I needed something done (any home project) I'd do it myself and if the project requirements went past my skill level, then I'd hire someone myself. I don't want some random person doing something *I* didn't ask for, in front of my house on property (the sidewalk) that is owned by the city and then demand that I pay them. It wasn't even a good paint job anyway, the letters looked ugly and I'd prefer to do it better myself, if I even wanted the numbers (fixed) there in the first place. This whole thing feels like a scam honestly.

I used to have this kind of business. I would walk a neighborhood and knock on doors and ask if they wanted their addresses on the curb. I told them the charge was $10, and I would leave a a self-addressed envelope on the door when I finished. They would then mail me the $10, usually in cash. I made about $100, soliciting in the mornings and painting in the afternoon. I was never hassled by members of the community, the police, or neighborhood bullies. The business got my family and me through a difficult time in a time of recession. In that whole time, only two families didn't pay. I did nothing about the ones who didn't pay.
Someone was offering to do this in my neighborhood and he said it was completely optional to pay him or not. He only asked $20 and I saw his work and it looked pretty good. Having those numbers on the curb really helped the mailman and UPS delivery workers locate my house with ease.

I had a guy paint my address on my curb, my address before was barely visible. I didnt ask him to paint it, but I gave him $5, and the paint job was great. It was cool for me.

Elizandro Muñiz here they had a truck. uniform and company logo. also offered customized logos like Marine logo to show thats a army family. They asked for $15 if we want it. Only painted it if we asked for it.
Large Marche - A hustle is a scam by definition because it means you're hustling people. This particular hustle involved performing a service that no one requested, and then attempting to coerce and intimidate the homeowners into paying for the shotty work. Obviously enough people fall for this scam that it keeps them going. There is nothing honorable about it though.
Yeah, we had a guy come by and told us the truth. He just got out of prison, and was trying to make some money to pay for rent while he was looking for a job. He charged us $10 for just numbers, $15 for a symbol added, and $20 if we wanted it on both sides with or without symbol. A month later he came by again and thanked us. Said we helped him continue to provide for his family, and he landed a decent job. The $20 we gave him was a step towards changing his life. Some people just need help, others, like the one that is demanding need an ass whooping. Lol
Vega - Yeah, I can respect the ones who honestly solicit the work, and actually obtain permission first. I'm glad things worked out for that guy. Being an ex-con can make it near impossible to find decent employment.

I had a guy offer to do the side walk painting. He told me he was a Vet, I am a Vet so I begun talking to him, it didn't take long for me to find out he wasn't a Vet. Veterans know when they are in the presence of other Vets.
Technically the sign is not on the property owners property.

Its not your property so you can't press charges and the city does not prosecute painted addresses on the curb whether the homeowner did or a door to door solicitor.
If caught by police they can be charged, for Graffiti under the malicious mischief laws (also know as Vandalism of city property). Malicious mischief in the third degree - Makes acts of graffiti malicious mischief in the third degree. Also Fraud for impersonating a city employee or official. Fraud that results in profit etc. Just because they are not teenagers with backwards hats and gang tattoos doesn't mean it isn't graffiti. They statute makes no argument in that effect.
