Sadly, they are overwhelmed with many such cases and underfunded not enough social workers for all the cases. The mom needs to be held responsible first as she was. However, I do feel if a parent has been reported to social service multiple times as she was, and it has been proven she was abusive; they should at least require the parent to get voluntary sterilization before they get their children back. I know it would be wrong to force that like Hillter Germany, but the children could be withheld unless the abuser complies, as they don't need to be having any more if they get easily overwhelmed and strike out at the kids when they are unable to cope. This woman is only 33 years old now, which means she already had 5 children 2 years ago at age 31.
