How you perceive time, and the rate at which the brain reicieves and processes information are different things.
For example when your older you will perceive time going faster but the speed at which you can process information is the same.
Also, fruit flies have a reaction time of 0.005 seconds.

That light / button experience has actually happened to me in real life. I was playing my midi keyboard into my computer for days with a high buffer size, so there was a small delay between me pressing the keys and sound coming out of my computer. I got so used to it that when I lowered my buffer size and the delay got shorter, it literally felt like the sound was coming out before I even touched the keys. Insanely trippy feeling

Not really, you can try and train your mind so that you have faster reaction times, athletes who participate in high speed sports or ones that need lightning fast reaction times probably have less brain lag, like instead of 80ms, it's 75 or 60ms.
Having your hands/eyes closer to your brain would affect it though
I mean I guess you could say that but it's only like milliseconds of a difference
