We have blue ones and were told by our mechaninc to install small side out, is this correct?

I’d listen to your mechanic, but yes.

You put the smaller side out.
You get a better seal and they don't wear out as quickly

Not true. This seal has a convex (tapered) side. Small side goes in first for those. Seals that are flat, usually the seals color coded red/blue, go in large side first. I spent a lot of time researching this specific issue.
