I can see that he’s probably from the Barcelona dialect area, judging by the vowel pronunciation BUT yes I can definitely hear a stronger Spanish accent compared to the average accents of this Catalan variety. It almost reminded me of Valencian, but this is obviously not it.
His accent sounded pretty standard to me to be honest. He may not have Catalan as his mother tongue, but I don’t find the heavy Spanish accent or the mistakes Spanish-speking people usually make when pronouncing some sounds
Catalan and Occitan are very closely related to the point of mutual intelligibility. From what I recall, linguists consider Occitan and Catalan to be part of a mini dialect continuum. Catalan and Occitan are also technically more closely related to each other than each is to standard Castilian and French (which is still obviously very closely related in their own unique ways).

People from andorra or mallorca don't have that thick Spanish accent.
