The first video I posted showing the trick doesn't do it proper justice.
I've figured it out a little better now, and made a new video showing how to use it a lot better.
The Fence Foundation only needs a Slope Rooftop or Stairs to get the Halfway Snap-point!
Use 2 stairways/slopes to create a snap-point that's perfectly in the middle of the two ceilings, so the walls later align
Build a wall above, then below the Fence Foundation, and a Ceiling or two off that to place a Pillar on it, and another under that one.
That will create a snap-point for the next Floor Foundation, so that it's offset at half-height from the first.
Careful with the Pillar Snap-Points, it's possible to accidentally raise or lower it by a small fraction - upsetting the intended offset.
Once you have the two Foundations offset from one another, scaffold-snap them together into the desired location.
Then you can build up from two different heights - but remember the walls and floors will need support from their offset!!
