Sir please check with the EB office about earthing in Your main transformer.. We had similar issues in our place, we even installed 30KV stabiliser still the same issue, it got resolved by proper earthing in the transformer

1.Neutral loose or cut.

Register a complaint with member distribution in TANGEDCO Chennai office informing that you are going to file a petition in consumer court claiming compensation. The department will swing into action . Will you do this? Atleast try this. I tried and succeeded.
Sir pls lodge a written complaint to EE office along with proof. They have an option to tap adjust in transformer to reduce output voltage - this can solve your problem for ever
