***[UPDATE]*** Do not reinstall the packages that prevented clean install for subsystem. I found out it will prevent google store to open after the restarting.
Thanks man, I can't even explain how much stress I had to go through and finally get the play store working.
Tips for anyone not seeing the play store after following the instructions or having error like can't install because the file needs to modified is being used by other programs.
Simply close the program or remove the package that preventing installation with powershell.
Now after proper installation if you don't see google play store then got to microsoft store and get update for all apps. if the store was open then close and open store and get updates after.
Next, go windows settings and check for windows updates.
Next, see if windows feature has Hyper V turned on then turn it off and restart. But don't turn off Hypervisor platform feature.
Next, if your pc is slow or not very powerful then wait 10 to 30 minutes and then check in the windows search if play store has appeared yet or the windows subsystem for android is updating. If you are seeing it's updating then you have to wait another 10-30 minutes for google playstore to appear on your windows menu after subsystem done updating.
Next, after google play store has appeared but do not work or close after opening and wait for another 10-30 minute for automatic update for google playstore to be triggered by windows subsystem for android.
After the update, you should have google playstore working properly if not restart your pc and try opening google playstore. And that's it.

it keeps on telling me when i try to run it to make sure the the virtual machine platform is enabled and a bunch of other stuff and when i click ok it just ends the program, what do i do?

I have no clue what , yet anther download to be able to open and run google play. thanks. I got the store installed, I can login with my gmail. I can download the apps, but some apps don't connect to my local netwok. It seems like if I want to download my roku and sonos app, these apps don't seem connected online. ANy ideas?

If you already have windows subsystem for android on your pc turn it off then run setupx64 again after that turn on developers mode again and after that the issue should be fixed
After enabling the features from the control panel and i give restart my asus laptop just has black screen nothing is displayed even after restarting multiple time still blackscreen
