It's how many frames you have an advantage or disadvantage of upon executing it. This is useful to know whether you can punish an attack or not. For example, if your attack is -5 on block, it means when someone blocks that attack, you can't do anything for 5 frames. If your opponent has an attack that comes in just 3 frames, you're at a disadvantage because he can counter with that attack every time and you can't do anything about it.
He probably thought the standard flash kick would be enough (and you can see that Rashid had literally a magic pixel left), but started the inputs to cancel into super just in case it wasn't. It wasn't, so he finished the input to add the super to the end of the flash kick. Better to secure Round 1 with full meter on the spot than to leave the opponent at a sliver of health with a chance of coming back.
Honestly daigo should have used ex flash kick instead of the super to kill Rashid, in this situation you didn't really have to judge if it was gonna kill or not because it definatly would have killed easily with the ex flash kick
It's quite correct though. I believe Daigo himself know its a waste of meter with how he tried to push how far he can go meter-less. So you can say he is doing that either because of his reflexes or awareness he would have no issue to deal with this Rashid since his punish succeeded.

daigo though has the skill to know when and how to do it verse when not to do it. Most players never get that part down. You cant always do it.

maybe that was his muscle memory. His constant training was the cause.
He always, when he has the opportunity to, use his CA to finish the round. Guile builds meter like crazy.
