The reason the Wulfen are even a thing is due to the wolf DNA in all Fenrisian humans wilding out when it comes into contact with Space Wolf geneseed. The reason that DNA is there in the first place is because the original settlers spliced it into themselves to help them survive the harsh conditions. 5000 years of isolation during the Age of Strife led to inbreeding amongst the humans and the wolf DNA taking over in some, leading to the wolves on Fenris becoming a thing. So when Space Woofs ride them into battle, they're riding massively mutated humans. PS Digganobz are awesome, as is all of Gorkamorka.

There's actually no evidence to support this at all. The only thing that has been confirmed is that the wolves that do exist on Fenris prior to the Age of Strife and that they were likely genetically engineered by the original colonists of the planet, for what purpose we don't know. Also no, Wulfen exist due to the instability of the Canis Helix, not the people of Fenris themselves, this is told to us in "Deliverance Lost" when they literally examine Russ' genetic code and see parts of it have been replaced with canine elements. That is what the canis helix imparts onto an Astartes, the canine elements, they don't have it in them before that point (see the test of Morkai). Because it's not just Fenrisian humans who "wild out" as you put it, Cawl's 1st gen primaris succumb to the curse despite them coming from anywhere but Fenris.
That's not part of the lore at all my guy, the wolves on Fenris are genetically engineered from before the Age of Strife, we don't know why they are made but they were, nothing was done to the humans. The Wulfen come from the canis helix, which is a geneseed given to them during the trial of Morkai, that's when the canine DNA gets mixed into the astartes, not any point before that. Even Cawl's 1st gen of primaris, succumb to the wulfen curse and none of the ones who became Space Wolves or Wolf Spear came from Fenris. As funny as it is the idea of humans being mutated into actual full on wolves isn't true to the lore at all.

They're a group of human miners who started following Orkz as their leaders, hence the name Diggaz. Then add in the spikey hair... I see it, I understand it. But it's not their best joke but a nice reference to GorkaMorka, a very old table top game like Bloodbowl or Necromunda
Digganobz are this group of humans who got stranded on an Ork infested planet and... well they adjusted. They are basically Ork cosplayers XD
