A lot of the kid shows I grew up with in the 90' were actually drawn in North Korea, or at least outsourced some of their episodes to north korean animators. Ever heard of futurama ? They've mostly worked with European studios, and that scandal was already exposed over here : the studios would pretend that their productions were local, so they would get public grants, then they would outsource some, most or all of the work to SEK Studio, as they were the cheapest animators around (and, at least back in those days, they were very dependent on the support of European studios in terms of acquiring the machinery and training their animators). I was a bit wrong about futurama: they didn't outsource the animation of some episodes, just some animation on one of the movies. It's in the SEK Studio Wikipedia page.

I couldn't tell you what the EU does in regard to North Korea in regards to business allowed or not. 👍
