Al Under Jr didn't win a race for 4 years but neither did any other Penske driver. Problem wasn't with the drivers Roger, it was with your cars.

6:49 "Best In The World", Parker? A certain Messrs. Schumacher, Hakkinen, and Coulthard would like to have a word with you on that one, Mr. Johnstone.
Seriously, tho, were CART/Champ Car drivers among the best formula-spec racers in the world in their heyday? Based on the variety of circuits they raced on and the incredibly close competition, especially the era from 1999-2001, yes, they definitely were. But were they *THE* most talented formula-spec racers in the world, as most CART lovers like to say back then? *NO. NOT BY A LONG SHOT.* Same thing for NASCAR. They are not the best drivers in the world. They just say that B/C, quite frankly, every other racing sanctioning body does. Plain and simple. [/end rant]

Well they weren't spec cars in the CART era. Many chassis/engine/tire combinations to choose from; arguably better than today's F1. You could say "customer cars", perhaps, like the P2 class in WEC, but CART rules didn't forbid teams from developing their own chassis like they do in F1, so a team could show up at the track with a proper formula car.
It was revealed a few years back that Ferrari were seriously considering entering CART with an in house built car back in the 90s during one of their spats with the FIA. They actually built the car and tested it in secret. Revealed with the existence of the car was a rumor, probably unfounded, that they had even considered pulling out of F1. It's more likely they were thinking about running in both championships.
So I think that during that time period(mid-to-late nineties) a top Formula One team did consider CART to be a competitive world class series.
The great irony is that the CART/IRL split occurred because Tony George felt there should have been a greater American driver presence in the field, and today, post unification, we have roughly the same American/Canadian/Foreign driver ratio as we had in the CART era, and pretty much spec cars. A shame, really...
      ...And "formula-spec" is a contradiction-in-terms.

Randall Dubin Don't compare a biased series like F1 with CART, champcars are a well balanced combination of talent and resources, better than F1

Is it easy to win when you have the only 2 teams that were competing for wins? Anybody can drive those cars. A monkey could win in an F1 car.
