The Switch Mode Power Supply (SMPS) feedback circuit mostly can be found in the area at the secondary side of the Optoisolator IC(optical coupler, photocoupler, optocoupler). This feedback signal is tapped from the output voltage line and is needed to regulate the power supply through the Optoisolator IC so that the output power will always be steady

How does the R resistance protects amp in the voltage divider , the other stabilizes voltage since zener diode can stabilize 12V?
