The "run and gun" in CS2 its just visualy . Its probably a delay on the client side , the server and enemy pov already registered that the enemy counter-strafed and shooted but in your pov the enemy is still running. Its like ferrari peaking , in your pov you see the enemy for quite a while but in the enemy perspective you just showed for like 1 second before he died. Probably an extrapolation or interpolation issue but Im not a professional about how the Source works so Im just making an assumption based on videos and posts
