This is the exact reasons hundreds of thousands of homeless feel safer on the streets.

To answer your question, there's alot of people in key positions of authority that really don't want the problem solved. People being homeless is a commodity on many levels to alot of people. Oh, there sincere people doing serious work but there is also alot of poverty-pimps out there as well. This is based on my own experience of being homeless.

Because those policy makers are making money off of these so called homeless programs. It's called embezzlement. There are millions donated to the homeless facilities and programs every year but they skim off the top and design shelters that are revolving doors instead of actual transitional living. Being in a dormatory for 2-4 months with ex cons, addicts, and psychos isn't gonna help someone who is actually trying to better themselves. Your forced to jump on a quick low paying job so it's no surprise you end up right back where you started months later.

There's a reason tent cities are becoming more and more common. People are just in denial about shelters. The mission shelters doesn't allow people to leave for 14 days. They confiscate their cellphones and won't allow them to use them. They force you to practice Christianity. They allow their workers to pick over donations and give the shelter residents the scraps. They use their residents for free labor and often set 90-day plans. They know will result in the person having to stay longer and give them more free labor. It's worst than prison because of the false hope.

Force employers to pay 50% of profits to the employees instead of a wages. This way you get paid based on a percentage. For example, if you work at a burger king that makes 20 million a year after expenses and let's say your a manager so you get 5% thats 500,000. If regular employees get 1.5% they are starting at 30k a year easy. That would almost completely wipe out homelessness in itself.

There are people with well paying jobs who still can't afford to pay their rent and end up homeless. Human beings shouldn't have to work so hard for a need. We all need shelter. There are people working themselves to death, literally, in order to keep a roof over their heads.
