Does the stem get mushy and squishy before roots appear? I had my cutting in water for 2 weeks and it's gotten really soft and no roots.

My neighbor wants to get rid of his tree, can I just cut the branches or do I need roots ? Is it best I propagate it in water first or directly put the large cut mature stems in soil ? Anyone know ? Thanks 😊
