I assume you have checked it for leaks. I would think one of those smoke generators that you put in the tail pipe to check for exhaust leaks or on a vacuum line to test for intake leaks would show something if the issue is external, if all is good then I would think it would be something with the internal seals. You are on the right track and I'm sure you will get it figured out.
@ i have twin turbos off of a 2.5l jz I'm sure if you were and then at 5 to 6 psi you would get the same results as the supercharger I'd be happy to trade even with cash on top
Does that blower Teflon faced rotors? Teflon's are better but not always necessary. Rotors in a roots type supercharger do indeed wear out. If it spins really easy, chances are the rotors are either worn out or not clearanced property. If dude wants $1k to rebuild and will stand behind his work, I'd be on that like stink on shit. Blowers are an expensive game these days. But.. before you do check everything you can. Look at the vanes on the rotors if they're picked up at all that's why it's not building boost.
I've never fooled with a supercharger myself, but they sure are cool!👍
I have a customer with a 6.2 Hemi with supercharger with 75K miles still working good.

If you can't put Teflon strips in it. Maybe weld up the lobes and reduce the clearance?
