Very poor the FTP feature in Windows(any Windows), unless you'd use a third party program such as Filezilla Server or Xampp etc. The FTP Windows feature allows you to use a folder, only from a certain partition whereas other third programs let you use an entire partition or more then one partition if you want to!

Don't disable the windows defender, just open port 21 in the Inbound rules of the firewall!
