According to the report for this incident, the initial shot that drops the suspect was actually two simultaneous shots that came from an officer with a rifle and another with a pistol who were, as John mentioned, hiding to the side behind a fence. They were both aiming for his head and ended up hitting his chin and jaw which is why he wasn't completely out until after he got swiss cheesed by line of other officers.

I always wonder how they came to this point in life. How many bad life choices did they make, that to shoot at police, and take a 'hostage', seemed to them to be their best option.

Headshot marksman had to pull away from optimal shot to give the hostage as much safety as possible. The yelling, flipping, and bouncing around on the ground suggests the headshot may not have proved fatal.

I’ve seen this one before. First off, the hostage was really a willing accomplice as made obvious by her reaction when her “hostage taker” was killed. Doesn’t change any of the decision making, but worth noting how scummy criminals and their accomplices are.
I think they did a decent job, good marksmanship and decision making by the rifle officer. This situation was a good candidate for a hostage split. This technique taught to swat teams involved pushing two to three officers aggressively and quickly in opposite directions and toward the suspect. He can only face one of them and as they move in one of them will definitely get a clear shot. I’ve been the hostage taker roleplayer against this tactic and it was very effective. It totally screwed my ooda loop and I couldn’t decide where to look or who to shoot and two seconds later I was lit up by sims. Sadly patrol officers are rarely trained in such aggressive and high risk/reward tactics.

That lady should probably be held accountable in some way for what really seems like participating in a scheme to help her criminal boyfriend escape justice. There is no sympathy for people pretending to be a victim, especially when it's only to benefit their scumbag spouse. I suppose that's a hard sell for a jury though, most people might not know any better.
