How many times over the years have we seen officers overreact after getting ramped up on adrenaliin during a pursuit? Those USPP probably haven't been in pursuit training since FLETC. As a fellow graduate of FLETC, I am pretty sure that none of what you saw here, was what they were taught. Officer induced jeapardy is a thing, and now they are taught not to do it.

guy was born and lived in US all his life, he knew the rules. dont escape from police, dont try to move vehicle after police stopped you after the chase multiple times, this can be considered a life threatening situation.
Fellow FLETC graduate as well half of my class was USPP I agree with you. The use of force used here was not met. I dont understand why this hit and run was treated as a felony stop in the first place.

I used to dismiss this channel as a police-is-always-right nut kind of stuff but now I think they are truly making an effort to call the good and the bad in police work wherever it is. This is good work and very much needed.
Maybe they should start reviewing 1st am auditor videos showing police brutality or misconduct. They would still justify the cops behavior, at the end of the day, in this day and age.

I am yet to meet a US Park Police officer that was not an idiot. Years ago my friend was driving her wrapped car on the Natchez Trace. The Natchez Trace is a federal parkway that prohibits commercial vehicles from using it. She was pulled over because her car was wrapped with her company logo, name and photo. She got a ticket from the park ranger for driving a commercial vehicle on the Trace. My friend went to federal court to contest the ticket. The judge had to explain to the park ranger that there was a difference between a commercial vehicle and a car with a commercial on it. She spent a whole day driving to and from this federal court where they adjudicate traffic offenses from the parkway.
What an asshole officers.
I am so proud of your friend for going through the process in order to be vindicated. We need more citizens like her who push back on (relatively) minor tickets.

Watch some videos of Arkansas state troopers on RUclips. They seem to be the epitome of over-reach when it comes to expending unnecessary efforts to chase down people for minor infractions, when police have sufficient information to go after them (e.g. license plate) without endangering the public by encouraging high speed chases for minor infractions. Completely unnecessary and irresponsible.

They had a similar case in fl. The suspect was boxed in but the cruiser to the rear was pushing the suspect vehicle forward. The officers in front of the car shot because " the suspect was trying to run them over".....
He had two chances prior to do the right thing and stop - but he didn't bother. That means whatever happened to him is his own fault and the result of his own poor decisions.

The real kicker is the follow up shots. Even if he gets the benefit of the doubt for the first shot, which I disagree with, the follow up shots were in no way needed to protect him or anyone else. He literally kept shooting an unarmed man limping away, just with a vehicle
If someone leaves an accident scene even if its not their fault usually means they don't want contact with police, usually because they have a warrant, are driving a stolen vehicle, just committed another crime, or they don't have a valid license. So the reason to pull them over is because they are likely guilty of more serious crimes, not just the traffic infraction. Other valid reasons for leaving the scene are they are taking a sick or injured loved one to a hospital, or they are a female who is uncomfortable getting out in that location. In that case they would have likely pulled over when the first police car got behind them.
You're speculating. That's not justification for murder. You shoot someone for what they actually do, not what you *think* they might have done or will "likely" do. The cops are then free to shoot anyone on the basis. Dumb argument. You used a lot of unnecessary words to defend the indefensible, morally, legally, and intellectually.

The perps actions lead to a reasonable suspicion that something more serious is going on. I agree that the way the offices conducted the stop including the use of deadly force needs to be looked into. First, if you are going to box a car in don't give them room to move. Nose to nose, bumper to bumper. The perp could have easily flattened the officer that got out of the passenger side door. They should also have some short stop sticks. Throw under a car as you approach if you suspect they might take off. Learn to break a window without your weapon. Etc.
I have a legitimate reason to fear the police. They kill innocent people every day.
8:44 There is a video that shows a driver heading opposite and past a stopped police truck and the cop stepped in front of her and killed her, then said immediately "She tried to run me down". This video pops up all over the place and I've never seen any indication of him being in trouble.
Yeah, the supreme court has ruled on this very thing specifically before and had ruled it Is Murder. Plain and simple. Anyone can do the research and find it. They even specifically said that cops can not step in front of a fleeing car and then claim they were in fear, because if they were in fear, they would not have stepped in front of the fleeing car. So, to shoot a fleeing person for that is Murder.

Particularly your recent mentions of the (long-since lost) Drug War, & the discussion of situational extremity of law enforcement action such as in this video. the drug war was designed to be lost. The goal was to normalize the militarization of the police and create an environment where people would be ok with a developing surveilance state. You do know the CIA basially created the crack epidemic right? Freeway Ricky Ross's distributor was a CIA agent funneling funds for the Iran Contra. The Government created the problem, caused the reaction and came in with a solution not designed to help, but to create more government authority.
Yeah I was thinking they may have jumped the gun on the civil case targeted at this specific grievance. It may have been more strategic for the party affected to to first launch a civil case regarding the jurisdictional issues first.

My wife used to work at a national park. The moral of the story is to be very wary of the US Park Police. They are trained differently, have a different function, follow different rules, and have a whole different chain of command and accountability than normal officers. The issue is further muddied when US park rangers enforce certain rules while park police are enforcing a different (perhaps overlapping) set of rules at the same time in the same place.

@@anthonyrodriguez8143 federal officers can perform municipal and state law enforcement if they are cross-designated to do so. Those are few and far between and only certain agencies are willing to take on that liability.
In my area, most park police are ex-military due to preferential hiring practices. Uncle Sam, however, doesn't care what you actually did in the military. My whole family got a ride in a park service Crown Vic one time. Nobody seemed to care if the officer used his patrol vehicle like a taxi cab because there isn't a "dispatcher". On park property, you need to be extra careful, because a state crime is still a state crime, but might also be a federal crime. I was on a federal jury where the defendant did some bad things in a national park in NJ as part of a three-state crime spree. It turned out in federal court that the assault wasn't a federal crime, but assaulting a federal employee on the job was. The rape wasn't a federal crime, but having a gun in his car made it one. In this case, the park police weren't the first responders because they were in a different part of the park that also happened to be in another state. NJ state police got there first. However, when the park police got there, the scene became their jurisdiction. They actual forensic stuff was done by the NJ police personnel, and the federal officers supervised. A park police officer is a jack of all trades (master of none?) that might be working in an entirely different part of the country the next week.

As someone from the Richmond, VA area (Bijan went to VCU) who has lived in NoVa since 2009 (where this happened), I had lots of friends who knew Bijan Ghaisar personally. This was a huge deal back then and it's ridiculous that the civil case is still dragging on almost 6 years later.
He’d still be alive if he would have stopped the first time. He had multiple chances to stay alive and chose to run, but accountability is always ignored while trying to get a payday. Cops should be fired, but no payout should happen.

Just a couple points of clarification. This happened in Fairfax County Virginia. More specifically, on the George Washington Parkway, which is under Federal jurisdiction, hence Park Police involvement.
Yeah this story was all over the local DMV news, we'll never know why he failed to yield to the police.

Thank you for calling it as we all see it. Of course you're going to get shade from people who think LEO can do no wrong. I have seen several videos, possibly ASP or others where I already knew from previous videos, the officer was positioning himself in a way that would allow him to execute the driver if the car moved. The officers have options and choose the one that allows them to take revenge for being forced into a pursuit.
Some cops fly into a rage the moment someone doesn't obey them.
It almost seems like the cops decided to kill him the moment he drove off the first time.
I once got pulled over by a federal cop for speeding in Mt. Rushmore NP. It was while I was moving from AL to WA. I had a car full of stuff. Got pulled over, and the guy asked me to come sit in his car (front passenger seat). He proceeded to mirandize me and then ask me a bunch of odd questions. The only one I remember is he asked if I’ve ever done drugs. Looking back on it, I’m ashamed that I even talked to him. I wasn’t very politically knowledgeable at the time and answered his questions. He told me I didn’t have to (obviously). I think it was because I had my concealed carry on me and if I remember correctly, most of the questions were similar to the form 4473 questions. I think he was trying to jam me up on owning a gun. I don’t know, ultimately, but it was weird. Maybe he was just doing his part for the FBI and making a file on everyone. Regardless, it was weird and memorable. It was unlike any traffic stop of my life. I would love to have that happen again. It would feel very good and patriotic to tell a federal official to suck my c0ck.

I think you are spot on with your assessment as well as the fact that the Feds treat “Federal Property” (supposed to belong to the US people…smfh) , as some weird foreign zone with a martial law attitude and a completely different set of “rules” or “made-up laws” - like you concealed carried while passing through a federal park/property, and now you’re an enemy of the State and a domestic terrorist… The Federal government’s only domestic function was to make sure that ALL States abided by the constitution and didn’t violate it- Period- It was like a federation of the states to hold all member states to the same standards… hence the term “federal” in Federal Government. Thank you for your commentary regarding the public trust. Totally egregious actions. I feel police training has ingrained STOP THE THREAT! How about run the tags and call him on the phone for this misdemeanor infraction. Looks to me like one officer placed himself in front of the slow moving vehicle so that he can justify unloading on the driver (out of frustration from being rope-a-doped twice before on this chase).

Nah, he committed the crime of fleeing the police. Had he pulled over, he'd have potentially gotten a citation for fleeing the scene of a crime and a nice insurance payout to repair his car.
When you flee the police, they suddenly decide that you really need to be stopped -- can't imagine why. Let's not pretend people who flee the police have no agency. Surrender and you won't get hurt when we give chase.

This was several Park police the were BORED and wanted an adrenaline rush, to flex a bit, and feel cool.
They were 110% ill-equipped to deal with this as evidenced by the multitude of (repeated) mistakes, the incompetence, and the high level of aggression. They act like this person robbed the bank

What could possibly be the justification for this?! They just shot him. When I heard "to hear the shots", I thought it was going to be him shooting at the officers. But no. He was just inching forward, and that triggered the officer to shoot him. If you're worried about him running off again (not that they couldn't have seen that coming), then just put your cruiser in front of his car. If you're worried about being unable to open the passenger door, then back into him, or turn around and block him in from the front like the dash cam vehicle did from behind.

Who treats the people to whom this happened in any way? I am talking about the police officers. That is entirely independent of what the suspect has done wrong. It’s rarely seen on the internet, but it is in fact possible to think that both sides in a confrontation acted immorally. Only one was running from police and potentially endangering other people on the road… and the other shot the first ten times without justification. I think it’s reasonable to focus on the latter.

my dad is a cop, I wanted to be a cop for the longest time. I started doing ride Along's with my dad when I went to see him on weekends, and I soon realized most of it is bs traffic stops to get ticket revenue. I try hard to stay pro blue, but these videos are surfacing at an alarming rate. I've never wanted to say this but unfortunately, you're right this crap is killing our faith in the cops. I'm sure most mean to do good but I'm seeing a lot of bad coming from some of these guys. problem is I also believe it's the I am what you say I am mentality or the result of scrapping the bottom of the barrel because the good people don't want to do the job if they are going to be vilified for it. it's almost a catch 22, I believe the real problem is in our society as a whole. its common place and generally excepted to be a virtual whore with OF and tinder and the damn near r rated crap on tic Tok hardly any music is produced not supporting the whore and drug life and so forth.

@Grime Just like paying the rent on the house you supposedly own outright. You don't pay the rent and guys with guns show up. They'll use whatever force is necessary to help you comply. But I'm guessing you're okay with that comply or die since it doesn't involve running from the police.

I normally agree w/you but not here w/respect to pulling a gun on the driver. When someone goes to those lengths to get away I’m going to pull my gun b/c I don’t know that the suspect is not armed. His driving behavior leads me to believe something more is going on when he’s driving like that for a so called minor crime. I would NOT have fired when he pulled away b/c there’s no threat to me.
How does the FBI come up with no charges? Maybe we need to change our the entire leadership there, or just break it up.

He fled the scene of an accident. Why did he drive away and then continue to try and get away? That would tell me that he has something very bad to hide.
Just because he fled doesn’t mean they had the right to shoot him the fact people are using what he did to justify his killing says a lot about people like you. You seem to enjoy a fascist government.
So a minor accident causes this person to panic flee the scene and turn himself into a fugitive of the police thus causing danger to the other Park visitors and the police in order for them to stop this individual that had the fire at him to stop him and vehicle look Justified to me
These "federal agents" involved themselves in something unnecessarily at a level that is unforgivable. Has no one been paying attention to all the insurance scam/car-jacking incidents that start with someone hitting your car from behind. Why this victim ran from the police I don't know, but why he fled the scene of the accident may well have a reasonable explanation. I guess we'll never know because these park police murdered him.

The only 'deadly threat' I could see, was by the officers towards the driver.
First he gets rear-ended. Perhaps he didn't feel safe for some reason, so didn't exchange details with the other driver. Then, while still feeling afraid, he gets stopped by gun-toting guys wearing some strange uniform he is unfamiliar with. I think I'd drive away too, although i would probably head for the nearest identifiable police station.
Well, to most logical people gun toting guys in strange uniforms who drive cars with sirens and flashy lights are generally law enforcement. All you have to do to see which agency is read their shirts or the sides of their doors. It's one thing if it's an unmarked car with a plainclothes undercover. It's another thing entirely when it's an officer in uniform driving an issued and marked vehicle.
Federal law enforcement on camera murdering an innocent man and getting away with it. That is evil.
I'm glad you guys mentioned that this is an abuse of the supremacy clause, and not a qualified immunity case. Yes the park police interjected themselves with good intentions, but their further actions were definitely not that of what was called for in this situation also.
Coulda been a wanted murderer for all they know.. No one runs like that for no reason

This wasn't a shoot, it was an execution.
When I was a police officer I once attended a swearing in ceremony at our police station that was also attended by a guy who was some kind of Federal agent. I forgot what agency he said he worked for. Anyway, we were involved in a conversation with our Captain, the chief of police, the mayor, and this federal agent guy. The guy admits to everyone that was way behind schedule that day but didn't want to be late for the ceremony, so he drove over 100 miles per hour on the highway, then ran red lights and stop signs, and almost ran over a few people while trying to make it on time. He just laughed about it and so did the mayor, Captain, Chief, and other officers. They congratulated him and then they proceeded to swear this guy in as a part-time special police officer in the town. Not one person criticized the guy's driving or had 2nd thoughts about swearing this guy in to be a special police officer in our town. My point is that when you're a police officer you don't have to follow the same rules as everyone else and when you're a Federal agent you don't even have to follow the same rules as police officers.
At a base level, it's all a side effect of "When you get to make the rules, you make sure to write in exceptions for yourself, your friends, and your cronies." Truly a tale as old as time.

Years ago, I actually saw a cop run a red light to meet his cop buddies at a donut shop. He was next to me, waiting for the signal to turn green. Our cars were the only ones at the intersection, and morning traffic was very light. Suddenly, he turned on his overhead lights (no siren) and took off. He turned into a donut shop parking lot just after the intersection on the left. Other patrol cars were there, and I saw other cops at tables. Amazing!
You have to wonder why they won’t stop. Do they have a warrant? Do they have a dead body in the trunk? Who knows? Can you imagine the uproar if come to find out they ran because they had a kidnap victim that they later killed, and maybe they had a chance of prevent it.
When you're pulled over.....stop. What's so hard about that? If you run then everything that follows is your dumb ass fault.
I have always viewed the Park Police as the bottom of the barrel. This video simply confirms that belief. They're like a security guard with authority.

Hit and Run can be charged as felony in specific cases.... so I think they were right here. When the guy failed to stop 2nd time that Def turned to a felony
I never see anyone else mention it but I know that it happens. Sometimes police officers might also be on drugs. That level of paranoia makes me seriously consider that possibility.
I assumed they'd be drug tested after a use of force incident, but I don't know if they actually are or not.
Lots of issues on this one BUT back in 1968, my Dad told me over and over…"if the Police EVER try to stop you, pull over, turn the car OFF put both hands on the steering wheel. Say a prayer, then it’s "yes sir, yes ma’am from that point on………. How many people would be alive today if these simple rules were followed…….but but but the Po-lice did this or that !!!! Who cares if you are dead…..STOP fleeing and LIVE

I was driving too fast one day on vacation, in Tennessee. I missed my exit, the locals were riding my bumper grrrrrrrr then the blue light disaster came out of nowhere. Tennessee State Police (stopping a Kentucky driver) The African American trooper walked up, I handed him my Info, then said "I apologize sir, I’m sort of lost, missed my exit , things just went crazy for a couple of minutes…..and I was speeding…… he came back,gave me a written warning & said "slow down and have a blessed day…….and welcome to the great state of Tennessee " ……. .I literally thought I was having a heart attack…Ha ha ! Just thought I’d share some positive energy to the comments.

In 2023 the family was awarded a $5million settlement (of a $25 million suit) The settlement received is atrocious. FBI and the Justice system need serious help if you ask me.

We don't know the guy's mental state. All we know is that he didn't want to be detained by the police. Had they chose to just follow him around until he decided to surrender, he may have wound up in a neighborhood and bagged a pedestrian.
To me, once you're fleeing the police in your car, you are assaulting the entire community with a deadly weapon, and I do not begrudge police for prioritizing stopping that assault over saving your life.
Sure, police can exercise more deference, but We The People need to be held responsible for our own actions first. If the police give you a lawful order, right or wrong, follow it, because they are perfectly happy to escalate as far as they need to get compliance from you. Especially nowadays when everybody has badge cams, the more compliant you are, the worse their infringement of your civil rights will look in court.

And just for those who haven’t done traffic enforcement, an accident is not a crime. But if either party flees without exchanging information, then the fleeing party has now committed a misdemeanor. This misdemeanor led to a felonious fleeing from law enforcement. Should someone have called for spike strips? Yes. But if this officer felt his life was threatened at anytime during this pursuit, then the appropriate force was used. It’s all what he perceived, not the Monday night quarterbacks on RUclips.

It's very easy not to get shot by police. Stop when you're told to stop. Put your hands up when told to put your hands up, etc. If your rights are being violated, take that argument to court. You can't win by running away. The cops have a responsibility to be reasonable, but so does the driver. He had every opportunity to prevent this. He chose to amp things up and create the opportunity for fear, misunderstanding and overreaction. He has 50% responsibility. We can't control what the cops might do, but we can control ourselves. Let's learn the lesson.

That guy clearly wasn't a threat to anyone and was scared, for which he was murdered by a government thug. The initial stop where the cop pointed a gun at him then tried to break his window only made things worse. The lesson "they" seem to be trying to convey is, be absolutely and always afraid of the government and its heavy-handed agents, to disobey means death, to not immediately comply means death. That same lesson could be taken to mean, when they threaten you with violence, do violence first and to a greater degree, then you might at least live.
The foolishness and audacity of the federal government to shield their brutes from legitimate state and local justice is also sickening. Eventually they'll have only vigilante justice to consider - which is impossible to restrain with legalities, for it exists outside entirely the legal system.

Weird, every time I've been stopped by the police nothing happened. It's almost like if you stop and follow some simple instructions you can proceed with the rest of your day.
I'm not saying the Cops were not wrong here but the guy in the car didn't help matters either. Sad that it ended the way it did.

The officer was obviously angry. He hit the window with his gun the first time he got out, he kicked the car the second time, and the 3rd time he shot the guy, purely because he was angry.
I guess idk why the driver didn't just stop and get out if he was never at fault. So many questions

bad shoot, that's all it was. Many jurisdictions are not doing high speed chases on low level offenders, let alone shooting people. Very bad tactics, and a bad shoot.
As a resident of the Fredericksburg area this is sickening. Glad the city tried to bring charges, but an absolute miscarriage of justice that this was deemed "reasonable" by the federal courts.
