Each level is a small amount of admin points in return for a ~5% boost to basically everything in a province (including dev cost and building cost), and you can do it once every 15 development, which is a big help if you're an OPM. It also lets you build extra manufactories. The button is a bit hard to find, it's the little green plus button underneath the buildings in a province (the other bar is the downgrade bar for infrastructure).
Btw, espionage ideas would be pretty good as a third idea set for playing like this as it gives you +33% manpower and the ability to forge claims for your subjects.

As frisia you should attempt to recreate the borders of magna frisia by conquering the northern european coastline from zeeland (netherlands) to the top of jutland in (denmark) and re-create the rage of the frisii tribes by conquering rome and converting it to frisian culture. As a final show of strength and true show of friese frijheit you can dismantle the HRE. Should be a fun game and not too difficult for someone at your skill level! Just imagine the buckets of ducats you will be earning through trade

I did a hamburger run going for bunte kuh and played as a free city until around 1575 when I finally annexed my subjects and formed Hanover and it was one of the most fun runs I had. Not sure if you were doing it but expand infrastructure is huge when you are playing tall. Edit: also you can fill annex countries and releases them before you unpause and you don’t lose your free city status. So you get the subjects with less malus.

If anyone else wants to ever do that, don't forget to also expand the infrastructure of your province (small button with a plus on it in the buildings section). It provides a lot of really nice benefits, and basically no downsides, since you don't care about your governing capacity (As long as you don't expand)
Quarbit did a similar run a while back but he concentrated development in all his HRE vassals. All you have to do is dev a little after to kind of balance things out for opinion. He ended up with over 1k development in his one province.
I think continuing this run would be interesting like, for example you could vassalize all the german nations and be the ruler of Germany as an opm. You would basically become a coalition yourself no cb-ing the ottomans and winnig by sheer numbers(if you call in your allies it wouldn't even be challenging to beat them if you have all the germanic cultured territories as vassals). Just an idea, great video tho really enjoyed it.
East Frisia either go further east to Crimea and pirate the trade going into Constantinople or make Pirate New West Frisia in a Random New World (for the privateering bonus in the ideas). I also like the idea of spreading your dynasty to as many countries as possible

I prefer a few bigger vassals because not instead of hundread 2-3k stacks running around you get few 12-24k stacks that are actually helpful to fights and siege i also see that a one province minor would have 1-3k army and a full state of minors would be full of these weak armies but a big vassal instead would have only 12 k that not only would help you but also dont have that much shitty vassals Also if you have disloyal vassals its easier to improve relations with few instead of all of hre

Exploiting developement from subjects is very op. Getting up to 500 dev in a single province is pretty easy to do
