The panels are not cumulative. So long as no panel branching off of the main disconnect is not larger than 60% of the main the number of panels should not influence the system.

How can you get 240 volts from a 120/208 system
If both secondary panels are 225 amps and the main is 400 amps, isn't it underrated?

He is wrong, you can feed a 400 amp panel with a 225 amp breaker but you can't feed a 225amp panel with a 400amp breaker.
