Create a new LLC company and register it, sell the old tow company to the new company for $1, change the name on signs and on trucks, and they are back on the street stealing cars. The city needs to go above the ban and impound all tow trucks used in illegal operation and have it crushed and recycled as scrap. Replacement tow trucks won't be cheap and it will really sting illegal company.
That's nothing. A slap on the wrist. You need to revoke the company's license to operate, shut down the business, and put the owners in jail.

A larger tow company will win the contract, and use other companies as subcontractors. A lot of tow companies don't have city contracts. They make money from private property tows, and repossessions.
Any tow operator can grab your car, and charge you whatever they want. Nobody will believe you that your car was illegally towed. Even if the car was grabbed while you were driving in it. How are you going to tell the police, that this tow truck stole your car?
They will rebrand Scumbag Towing LLC and be back in business tomorrow from the same address using the same trucks and drivers.

Book their shipments for vehicle transport to customers. Specialty towing is god awful. Rude drivers, shady owners. Tried to get my company to split ties with them, their rates are dirt cheap so they wouldn’t budge.

I was illegally towed while at Stonestown. When I tried to get to the bottom of it, I was told the SF Police unit that was in the lot requested he tow. At that point no one would cooperate with me. Cost me $500.
They're definitely scamming people and are taking a cut.

There is a Towing Company in the city of Hayward, California which is also Illegal Towing cars, they are Called "Jack-And James" Towing located in Hayward, California. One mirning i was in the process to have my car smogged, as i left my car Parked "Legally" on the street for no longer than 30 minutes to go move my other car, as i arrived back, my car was gone upon arrival. I was devastated and Confused, i thought my car was stolden, and it was, with no warnings, nothing, it turned out to be the Theives "Jack and James" Towing who illegally took and stolen my car, when i was in the Process of Smoging it...They too need to be investigated and need to put that business out...they are Theives....just took my car for no reasons...illegally!....
