Why The Double Standard.

Swing bowling depends more on the overhead conditions than the pitch (it's not seam bowling which is more dependent on the pitch and is predominant in, say, west indies, where the pitches have indeed been brought into question several times) unlike spin bowling where the pitch is the ultimate external factor. I will give an example, Joe Root took a fifer in India last series, he won't usually get a single wicket in an innings elsewhere. That is 90% due to the pitch as the ball was spinning unpredictably, some were not spinning and there was total chaos. And if you make pitch like roads then it will not crumble for 5-6 days that's the difference. It's pretty obvious that people don't think deeply so why not make them fools.
It's very very hard to make a balanced pitch in subcontinents so don't make excuses when you lose matches terribly.
