I’m glad that the Combine are actually audible. In 2/Episodes their radio filter made it so you couldn’t even understand them most of the time. Actually being able to tell what they’re saying will make them sound a lot smarter and give the player ways to more effectively counter them.

Yes and no. Valve probably had plans to implement a cover system similar to this, but ended up scrapping it. In HL2 Beta they were just scripted sequences entirely made for E3 presentation, meaning it wasn't a part of NPC's AI.

How does the AI know what counts as cover? Been following this for a while and the programming/intelligence of the enemy ai always blows me away
probably anything that obscures line of sight from the player if were talking dynamic
cover hints if its not dynamic
This is just my guess, but I think they're manually set as cover points for NPCs to use.
Great animations. They seem to poke too far out of cover, though.

Will the game be delayed to Q3? its two days away for Q3 to start, i would be impressed if you managed to release the game during this time.
He already said that the release will be delayed a month ago, but didn't give nor an exact date neither how much longer it'll be delayed more for.
