Based on the decades long fight to get the Air Force to accept responsibility for contamination at Wurtsmith AFB in Michigan, yes. When airmen practiced extinguishing plane crash fires with foam, the residue was left to soak in the ground. The military, however, is not the only one at fault. The maker of Hush Puppy shoes disposed of barrels of waste from waterproofing leather at sites near Grand Rapids MI. Enough evidence of health hazard accumulated that they were forced to pay damages and the maker of the Scotchguard used changed to a different (albeit also toxic) chemical.

These chemicals are a widely used firefighting foam for aircraft fires. Thus this problem is not limited to just military bases but most medium and larger airports and many industrial locations too. The likely source in this case is primarily the fire fighting training site on the base where the firefighters would use the foam and it would be allowed to soak into the ground afterwards. Ditto for the Spokane airport.
The big question is how did this foam get approved by the government if they knew these chemicals do not degrade and are a potential health hazard?
