I think the "Thanks to Dick Wolf" is because they specifically had to ask him for permission for the "DUN DUN" sound. So it's not just an empty thanks to copy the end credits. It's a genuine thanks!
I do love Eric calling it a loveletter and not a parody. This show doesn't do parody, it does loveletters and homages. Parody is mocking the original. Community only ever mocks itself. The writing team doesn't go "Man, Law & Order sucks, let's make fun of them". The writing team goes "Man, I wanna do a Law & Order episode" and then another writer goes "Oh, can we have Troy and Abed as Good Cop Bad Cop?" and they go from there. They have fun indulging with every part of what makes those things great.
The only show that they ever really mocked was Glee, and even with that, the joke is that Glee was way more popular than Community. There was also the additional meta-humor that they shared a time-slot and filmed on the same lot. It was punching up at a ratings juggernaut who could give two shits if they were making fun of them.
I love that this is brought up in the show during season 6. "Occasionally, our campus erupts into a flawless, post modern homage to action adventure mythology, mischaracterized by the ignorant as parody." -Abed Nadir to Elroy Patashnik

Megan Ganz, who wrote this episode, said that when she was in college, she would schedule her classes around Law & Order reruns that aired on cable TV. She was destined to write this one!
Fun fact the reason the pathologist telling Troy and Abed about the potato at 4:42 fits in so well is because she is the real actress from Law and Order, Her name is Leslie Hendrix and she played the pathologist on the show for twenty years.
Starburns was actually played by one of the writers, you're spot on! Apparently he didn't want to act on the show anymore, so they wrote him out like this.
ACB is honestly a top 5, maybe top 3 episode for me. Every single moment hits perfectly imo, best original song from the show, Duncan explaining "Mugscroll", the hilarious "Hee haw he haw haw he ha" sung to a Dave song... Dave Matthews. Hardcore fans call him Dave. Abed with the cups and blankets. The almost thrown away sight gag of the campus security guard heaving when he sees the quarter in the baggie. "Mmm this extra long churro tastes yummy in my REAL mouth. Nom nom nom". " Then I guess you just admitted you already owned a fake ass" (can I just give some love to Jonathan Banks. People like to hate on all community post season 3, but he was absolutely hilarious all throughout season 5, just another humble outsider who came in and nailed it). The cinematography was great, the mood was perfect, the fact it was perpetually raining. Shirley taking advantage "$5 no change. Sorry, blame the bandit." And the tag at the end. Fantastic. Basically a flawless episode. That being said, basically flawless could be said of perhaps half or more of the shows episodes
You're totally right about Dino/Starburns's role on the show. He's Dan Harmon's friend who wrote for the show, and Dan asked him to play a cameo in episode 101 (when Chang calls him "Senor Starburns" and you just see a quick shot of him), but it got a good response, so Dan kept having him come back. When asked about it in some BTS features, Dino said "I'm not an actor, but I'll do whatever my friend Dan asks me to do" so he's just there in every season.
Fun Fact: in the brief scene where they are walking through a construction yard if you look at the port a potty in the background you can see a man and woman walking out and the woman is wiping her lips. 🤣🤣🤣🤣 Also as a 90’s kid who grew up watching Law & Order with my mom this episode filled me with absolute joy.
And I never understood the title until you pointed this out! I was always a bit baffled by it, I knew who Dick Wolf was, but I've not watched Law and Order so it didn't occur to me.
One of (several of) Community’s perfect episodes for me. Every single main-cast character shines, the episode is not only a pitch-perfect parody but it’s bizarrely gripping, the guest stars couldn’t be better, and we get to see Annie’s victory dance. Perfect!
This is one of my personal fav. They nailed EVERYTHING from Law and Order. The delivery, the cinematography, the pacing, everything. Even casting L&O people in it. Great great great episode.
The medical examiner (or botanist in this case) is picture perfect because she was the medical examiner in Law & Order ! Her name is Leslie Hendrix and she's credited on over 250 episodes of Law & order and its spin-off.
eric's story about his dad guessing the killer immediately is so dang relatable lol. if you grew up in a law & order household you have experienced that exact same moment guaranteed!

Love all the references like "we can't both do the (go to commercial) zinger" and "why do they always run" and "walk it off!" and all the "withdrawn"s lol. The Donald Glover Spider-Man references in this show get better as time goes on. First it was the Amazing Spider-Man casting campaign, then Miles Morales becoming a thing, then Glover playing Morales in the animated show, then Glover in Homecoming, then the Community reference Spider-Verse and then...
This is pretty much perfect homage episode. I am yet to see a better one. Such amazing performances all around too, esp Alison, Joel and David Neher (Todd)
Leslie Hendrix playing the botanist in Community is actually from Law & Order and she does play the medical examiner Dr. Elizabeth Rodgers on both Law & Order and Law & Order: Criminal Intent. 😂 I probably watched an unhealthy amount of OG Law & Order/Criminal Intent and Community did an amazing job of capturing the feel of the show.😊

Leslie Hendrix was so good as the medical examiner because she WAS the L&O medical examiner for well over a hundred episodes. Then she was on the offshoot shoes almost as much.
Fun fact: During the scene where everyone's outside, a couple of extra's snuck a joke in the background where they emerge from a building, one wipes her mouth and the other zips up his fly. Apparently, no one else realised it happened until fans pointed it out.
5:15 ish in the episode, two greendale students enter through the door behind annie, A woman, wiping her chin, and a guy zipping up his fly. They either happened to pick the take two extras decided to have their own little scene, or they two of them did that in every take.
