I hate to say it, but from my experience using Magik, Phoenix has been the weakest link on the team. Until they give Phoenix a charge mechanic or Dark Phoenix ISO8 then she's just scraping the bottom of the barrel.

Remove the elite store make it so you can upgrade the characters if you have the correct amount go silver and gold promos. Move the elite orbs to normal shop same currency and add the rows to war store.

The Ikaris store wasn't the problem. The problem was the slowness of getting currency on the 2-day event and the last milestone payout that didn't provide enough time to spend the currency without spending cores

Consider it’s required to unlock a costume I say no higher than 19.99. If they make it higher they need to fall on something sharp for the inconsistency of skin prices. (Strike pass is a good example on how they price costumes)
