The seat has space in the lateral direction to move so they had to secure the passenger with an extra belt to stop them flailing around. Some other seats use beltbag airbags for the purpose which are heavy, expensive, require maintenance and replacement if they fire during a crash landing. The shoulder belts aren't necessary in economy as the armrests hold you in laterally.
