You can always apply, You force a board hearing and if you've got enough political pull or money you can crank that wheel as long as you like. Bylaws in elected boards are weird but they are bylaws. And if you happen to be related to a big donor, well that board I'm sure wants reelected. I've worked in politics for 6 years in the capital city of a midwestern state. Yeah, you can make the school board dance if you have enough money and the right paperwork.
Regarding story 1, I can't help but wonder whether it's true or not, just by how cartoonishly evil the villains of these stories turn out to be. Either way, I personally wouldn't take any satisfaction in seeing them get carted out of there in handcuffs - the damage was done, and someone suffered as a direct result of their implied crimes. Not only that, but the school's reputation is forever tarnished. Also, not sure it qualifies as a revenge story if the criminal got themselves arrested.
