May I ask how to determine the strength of hydrogen bond acceptor?

I am sorry that I should correct you at the end part of your explanation that the carbonyl groups are acceptors and not donors. They are not carboxyl groups but carbonyl groups in thymine (cyclic amide, HN-C=O) and they do not have a Hydrogen atom and so can not act as Donors but as acceptors. Thank you.

In the end i think you might want to correct yourself saying it's a H bond acceptor
