when I put gel top coat over my dip powder nails it always peels off. Are you saying you have to put a gel base on top of the powder, cure it, and THEN put the gel top? I've only been putting gel top directly onto the powder...

Yep you got it! That’s why your top coat I peeling off- gel top needs gel base under it to adhere and not peel off.
